Council Minutes of 7/1/86 <br />-5- <br />2) Porter .Road reconstruction was also discussed and some more research will be <br />done, such as core samples being taken, to determine the base. <br />3) Drainage requests were reviewed; majority of councilmen present feel that the <br />city should not become involved with projects on private property. This does <br />not affect those areas where the city already has right-of-ways and agreements to <br />maintain drainage and clean ditches, etc. Committee will be looking for some <br />direction,. possibly by enacting new legislation, in the near future. To complete <br />present drainage projects, which are the city's responsibility, approximately <br />another $14,000 will be required; will be asking Finance Committee's support in <br />this regard. <br />Mr. Tallon, in answer to President Woerpel's question, replied that the Memorial <br />Committee met in May; Councilman O'Grady has some input from students with re- <br />spect to an inscription; committee is also soliciting suggestions from others <br />as well; should have the chosen inscription in place for the Armistice Day service. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee and <br />Recreation Committee met jointly on June 24th. Committees discussed Ordinance <br />No. 86-50, compensation to be paid Parks and Recreation Department personnel, <br />with the administration and shared considerable dialogue with respect to changes. <br />Ordinance No. 86-50, as amended, has been placed on tonight's agenda for second <br />reading and committees have no objection. <br />2) Following the joint meeting, the Finance Committee met and discussed the need <br />for an Outreach Worker with the Mayor and the Administrator of the Division on <br />Aging;. The Outreach Worker is currently being paid from funds other than General <br />Fund dollars. While recognizing that the program has merit, the committee does <br />not have a clear picture of just how the program is going to fill the needs and <br />requirements of the segment of the community requiring this type of service. In <br />a spirit of cooperation with the administration in attempting to move ahead with <br />programs and services, the committee is recommending that the Outreach Program <br />continue at least through the balance of 1.986. Legislation has been requested <br />to create a position of "Outreach Worker", establish the hourly rate for that <br />position as well as the maximum hours per week to be worked. Committee requests <br />that the administration document the exact number of citizens served in order that <br />it can get a little better handle on how this program is really meeting the needs of <br />the community. Hopefully, this legislation will be on next meeting's agenda. <br />3) Committee also discussed Ordinance No. 86-54 which authorizes the Service Director <br />to advertise for the sale of a trailer previously used at the Treatment Plant as an <br />office. Committee recommends adoption and will be asking for suspension of rule <br />requiring three readings on this ordinance. <br />4) Committee discussed Ordinance No. 86-53, proposed wage increases for hourly <br />employees of the Municipal Bus Line and has no objection. <br />5) For the record, would like to emphasize that he has received the information <br />requested with respect to Service Department wage requirements; this information <br />was received this evening, July 1st, and the communication is dated June 19th. <br />With respect to the Transportation Study Team, Mrs. Saringer reported that the <br />Study Team met last Saturday to review about twenty proposals regarding future trans- <br />portion problems within the city. Twelve of the most urgent recommendations were <br />adopted, however, this does not-mean that any of them will be pursued. The <br />Financial Subcommittee and Marketing Subcommittee will now meet and try to come <br />up with ideas on how to finance the recommendations and a lot of the projects will <br />depend on how much. outside .funding can be acquired. Feels every elected official <br />has to be concerned with the traffic situation in the city. The Study Team has <br />spent the last eighteen months attending meetings on Saturdays and other times <br />and certainly hopes something can be accomplished in the near future for the <br />betterment of the community. <br /> <br />
