Council Minutes of 7/1/86 -6- <br />Mr. Ta11on also commented on the Transportation Study Team's choice of twelve <br />projects: this is a very important step but it is not the final step. This <br />is a pick of the projects the Team feels is to the best advantage for the <br />city and the citizens of North Olmsted. Committee still has to set priorities <br />for which ones will be done first and a lot will depend on the scheduling from <br />the Finance and Marketing Committees as far as what monies will be availabe; <br />how long the preliminaries will take; and a whole series of events that have to <br />happen before any of the projects become final and move ahead. Has .received <br />numerous phone calls from people fearing that these projects are going to start <br />tomorrow. Would like to assure everyone that these projects are not going to <br />start tomorrow; Study Team does not know exactly how many of them will be feasible <br />by the time the study is completed; are definitely trying to get as many as <br />possible in the time frame and which are sensible for the city and the residents. <br />Letters and communications: <br />Clerk of Council read a letter from Mr. Timothy Quinn asking that council enact <br />legislation preventing any business requiring prepaid club membership from starting <br />a business in North Olmsted without first posting a bond to protect the funds of <br />the membership. Also, is appalled at newspaper articles regarding the Senior <br />Citizens Center. This is only country in the world where senior citizens are not <br />held in high esteem and respected for the wisdom of their years. If half of what <br />is reported in the papers is true, the senior citizens are not receiving this re- <br />spect at the Senior Center. Law Director stated that he does not know if anyone <br />writes such a bond; further, it would be awfully difficult to provide protection <br />with a bond. When a club files bankruptcy proceedings, the money is gone; it would <br />be completely tied up by the bankruptcy court. Council would have to think of some <br />other means of control other than .bonding. President Woerpel suggested that since <br />Mr. Wilamoksy is on the Legislative and Intra-Governmental Relations Committee, <br />he might look ::into this situation a little further and see if they can come up <br />with a solution. <br />Audience participation; <br />Mr. Earl Beck, 5409 Dorothy Drive, commented on the Galati property: 12 parking <br />spaces were permitted in the original restrictions, with no parking permitted in <br />the green area. At 8 o'clock tonight, there were 34 cars parked on this property, <br />with four of them parked on the grass. Under the new proposal passed by council <br />this evening, how many parking spaces are permitted? Mrs. Saringer stated that <br />a total of 25 spaces are permitted. Mr. Beck then asked if Mr. Galati exceeds <br />the number permitted, if it is reported by a concerned citizens, or if this is <br />determined by the Building Commissioner, will action be taken and will Mr. Galati <br />be cited for the violation? Mrs. Saringer stated that all abuses will be corrected <br />or he will be cited; council relies on the. administration to inspect and cite. <br />Mayor Petrigac assurred Mr. Beck that the Building Commissioner would cite Mr. <br />Galati for violations. Law Director advised that the city could take Mr. Galati <br />to court; if he continues with the violation, file again; wait two weeks and if <br />the violation continues, cite him again. After the fine is paid six or seven <br />times and the judge gets tired of seeing the case before the court, something <br />will happen to settle it once and for all. <br />Mr. Rick Noble,. resident of North Olmsted .and Service Director, stated that after <br />a meeting last week, a street maintenance plan was scheduled, based on a figure of <br />$127,.000. Has now been advised that the true figure is $106,000. Urges council <br />to remember that it is now July; the street repair season is rapidly moving along <br />and the city is doing nothing. Is hopeful that after the joint Streets and Drainage/ <br />Finance Committee meeting July 7th, he will be given the right figures and can <br />start servicing the city's streets. In response to Mr. Wilamosky's comment about <br />the date on the report given to him with regard to Service Department, Mr. Noble is <br />not an accountant; he had all the figures reviewed and a couple of errors were <br />found on the last two pages which required retyping; they were returned yesterday <br />and placed_~n Mr. Wilamosky's mailbox this morning. <br /> <br />
