Council Minutes of 5/7/86 -6- <br />Miscellaneous Business: <br />Mr. Wilamosky scheduled a Finance Committee Meeting for Monday, May 12th, at <br />7:15 P.M., and requested Mayor, Finance Director, Service Director and City <br />Engineer to be in attendance. Agenda will include the legislation referred <br />by the Chair to the Finance Committee this evening as well as discussion of <br />the potential sale and purchase of property by the city. <br />Mr. Wilamosky discussed Service Director Noble's memo to council with respect <br />to the hiring of two new employees in the Service Department. His concern is <br />that these hirings put the wage appropriations in jeopardy because the money <br />appropriated only covered the basic required hourly wages of existing employees. <br />Mayor Petrigac responded that the one person's wages were covered in the <br />existing appropriations since he is replacing a person who had died and whose <br />wages had been appropriated already for 1986. Mr. Wilamosky requested that <br />the Mayor provide a detailed list of Service Department employees, including <br />hourly and salaried supervisors; seniority dates; hourly rates; and the <br />administration's estimated salary requirements for fiscal year 1986 for all <br />these employees. <br />Mr. Wilamosky also discussed a letter from Building Commissioner Spino which <br />addressed the purpose, function and image of the Building Department; questioned <br />whether this letter was put out at this time due to local news media reports <br />covering a recent report of a property owners problem with his builder. He <br />feels that in this particular case something is going to have to be done <br />in the area of building and code violations and enforcement of the codes; <br />someone must take the responsibility. Mayor Petrigac responded that the admin- <br />istration did do a very entailed, detailed investigation into what had trans- <br />pired with this property from the day it was built. In the opinion of the <br />city's legal counsel, Mr. Dan Ryan, the City of North Olmsted has no role to <br />play at this point; will forward a copy of Mr. Ryan's letter to every member <br />of council. Mr. Wilamosky continued the discussion with some further questions <br />of the Mayor,- at which point President Woerpel suggested that Mr. Wilamosky <br />discuss Mr. Spino's letter with Mr. Spino personally; then contact the Mayor, <br />the Law Department and the Building Department if he has any further questions <br />with respect to the specific incident; did ,not want to take any more of council's <br />time in discussion of something that has already been taken care of. President <br />Woerpel ruled there would be no further discussion of this topic this evening; <br />Mr. Wilamosky challenged the Chair's ruling.; second by Mr. Tallon. Roll call on <br />the Chair's ruling that no.further discussion would be allowed on this particu- <br />lar subject: Affirmative vote: Lackey, O'Grady, Saringer. Negative vote: McKay, <br />Tallon, Wilamosky. 3 Aye - 3 Nay - Tie vote. President Woerpel voted "yes". <br />4 Aye - 3 Nay - Mr. Wilamosky's challenge of Chair's decision. was defeated. <br />Mr. McKay scheduled a Streets and Drainage Committee Meeting for May .8th at <br />8 P.M. and asked Directors Noble and Schaller to be in attendance. <br />Mrs. Saringer scheduled a BZD Committee Meeting for May 19th at 8 P.M. <br />Mr. O'Grady scheduled a Safety Committee Meeting for May 12th at 8:30 P.M. and <br />requested a representative from the Safety Department to be in attendance. <br />Mayor Petrigac requested that tonight's minutes reflect that she has responded <br />to both Mr. McKay's and Mr. Wilamosky's requests made at the last regular council <br />meeting. <br />~,,,~,,,~. :~R~.. -:... per, _ ~ ~Y~ ..~ riz~~, <br />
