Council Minutes of 4/15/86 _4_ <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Committee met on April 14th <br />with all members present as well as Mayor, Law Director, Finance Director and <br />Councilman McKay. Committee discussed Ordinance No. 86-28, creating a Petty Cash <br />Fund in the amount of $200 for the Division of Aging. Current legislation pro- <br />vides for an amount of $200 in a Petty Cash Fund that was originally created for <br />the purpose of funding the Hot Lunch Program. Committee objects to Ordinance <br />No. 86-28 since there is an existing Petty Cash Fund. Committee feels that the <br />funds from the original Petty Cash Fund were used for Senior Center purposes and <br />the receipts were misplaced or lost. Would like the Finance Director to consider <br />those funds to have been expended from the original, existing Petty Cash Fund, <br />in the amount of $200, for Senior Center purposes although some of it may have <br />been used for the Hot Lunch Program or something else. Feels that the Administrator <br />of the Division of Aging now has a little better understanding of how the Petty <br />Cash Fund should operate with respect to the handling of receipts and disbursement. <br />Mr. Wilamosky moved that the Finance Director accept the absent $200 as an expense <br />of the Hot Lunch Program and then reimburse the Petty Cash Fund in the amount of <br />$200, second by Mr. McKay, unanimously approved. <br />2) Committee discussed Ordinance No. 86-27, a transfer of $7,880 from the Grant <br />and Endowment Fund to the Senior Center Fund. Committee would like to retain this <br />legislation in committee until it can meet with the Senior Center Advisory Board. <br />Such a meeting will be scheduled for Wednesday, April 23rd, at 7:30 P.M. Therefore, <br />Mr. Wilamosky moved to remove Ordinance No. 86-27 from the agenda, hold in committee, <br />replace it on the agenda for the council meeting of May 7, 1986, second by <br />Mr. Tallon, unanimously approved. <br />3) Committee also discussed a Civil Service line item in the area of wages which <br />Mrs. Pat Bahas brought up and was concerned that there was an underappropriation <br />for fiscal 1986. Committee will look into this and will be coming to council <br />to make some adjustment in that line item to provide for correction based on the <br />history of expenditure and current requirements of that office. <br />President Woerpel announced that the Memorial Committee will be chaired by <br />Mr. Ron Tallon, Chairman Recreation, Public Parks and Buildings Committee; <br />Councilman O'Grady has agreed to serve on this committee also; additional members <br />will be appointed shortly so as to be prepared for Memorial Day ceremonies. <br />Audience participation: <br />Mrs. Lois DeBrodt, 23141 Stoneybrook Drive, speaking as President of North Olmsted <br />Community Council, invited everyone to attend the Citizen of the Year Award Dinner <br />on Thursday, April 24th, at the North Olmsted Party Center; tickets are $12.50. <br />Mr. Tom Stuckart, 4449 Birch Circle, addressed the numerous problems he has <br />experienced in the last three years in attempting to get Shore West Builders <br />to correct serious water problems at his home and attempting to get the North <br />Olmsted Building Department to enforce the city's building codes. He has a signed <br />guarantee from the builder, Shore West, to take care of any water problems. His <br />basement stairs have been ripped out for three years; holes have been bored in <br />his walls; dirt has been piled in his neighbor's yard; downspouts have been dis- <br />connected; interior drain tiles have been installed three times; storm line was <br />dug up and found to be broken; drain line did not have any slag, etc. Would like <br />the Building Commissioner to enforce the city codes and make the builder comply <br />with them. Law Director Gareau suggested that if the administration finds there <br />are code violations which have not been time~ty corrected, the Building Department <br />can revoke the contractor's permit; the matter will be heard before the Board of <br />Building Code of Appeals to see whether or not the city should, in fact, revoke <br />the permit so the contractor cannot build in this city until such time as those <br />code violations are corrected. Meeting will be scheduled between Mayor, Building <br />Commissioner and Mr. Stuckart to further discuss this issue. <br /> <br />
