Council Minutes of 4/15/86 <br />-5- <br />Audience participation (cont'd): <br />Mr. Tom Cabot, 4390 Birch Circle, corroborated everything said by Mr. Stuckart. <br />He also has a home built by Shore West; he too has problems; mushrooms are <br />growing in his basement. <br />Mrs. Carol Kosial, Birch Circle, also reported problems with her home built by <br />Shore West. Her slab sunk; floor was resurfaced to bring it up to level; floor <br />continued to settle. A private contractor stated that there was a "void" under <br />the slab plus the fact that the L-block was turned to the oustside rather than to <br />the inside so nothing was supporting this section of the floor. An attorney was <br />retained, worked with Shore West; fourteen holes were drilled through the living <br />room floor and cement poured in to shore it up. Shore West did clean the rugs, <br />painted the walls and cleaned up after cement pillars were poured. Feels that <br />Shore West will stand behind their work, will do the work and clean up afterward <br />but they will not do it unless someone pushes them into doing it. Feels lucky <br />that her work was done; it too six years for Shore West to come back and finish <br />the work started six years previously; Mr. Stuckart and Mr. Cabot are still <br />waiting. <br />LEGISLATION• <br />Resolution No. 86-23 introduced by Mr. Wilamosky was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />50,000 gallons of sodium aluminate for use by the North Olmsted Wastewater <br />Treatment Facilities Plant.. Mr. Wilamosky moved for adoption, second by Mrs. <br />Saringer, unanimously approved. Resolution No. 86-23 adopted. <br />Ordinance No. 86-28 introduced by Mayor Petrigac was given its third reading. An <br />ordinance establishing a Petty Cash Fund for the Division of Aging in the maximum <br />amount of Two Hundred Dollars ($200.00) to be used for servicing emergency in- <br />digent clients, and declaring an emergency. Mr. Wilamosky moved for adoption, <br />second by Mr. Tallon, unanimously disapproved. Ordinance No. 86-28 not adopted. <br />Ordinance No. 86-29 introduced by Mr. Tallon, Mr. Rademaker and Mr. Lackey was <br />given its second reading. An ordinance establishing the method by which fees for <br />the use of the facilities of the Recreation Department are to be fixed and re- <br />pealing Ordinance No. 84-56, and declaring an emergency. Mr. Tallon moved to <br />amend the ordinance to include a new Subsection E under Section 1, to include the <br />WE CARE Program, it's rates and requirements; also, to add to Section 4, Sub- <br />section (b) Senior fees, Resident $1.00; Non-resident $1.50, second by Mrs. <br />Saringer, unanimously approved. Ordinance No. 86-29 amended and placed back on <br />second reading. <br />Ordinance No. 86-30 introduced by Mr. Tallon was given its second reading. An <br />ordinance amending the Traffic Control Map and File of the City of North Olmsted <br />to provide for a "no right turn on red" sign at the intersection of Brookpark Exten- <br />sion and Dover Center Road, thereby controlling traffic traveling in a westerly <br />direction making right turns onto Dover Center Road, and declaring an emergency. <br />Resolution No. 86-32 introduced by Mr. Wilamosky was given its first reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />10,000 gallons of polymer for use by the North Olmsted Wastewater Treatment <br />Facilities Plant, and declaring an emergency. Referred to Finance Committee. <br />Resolution No. 86-33 introduced by Mr. O'Grady was given its first reading. A <br />resolution approving the final county-wide 911 Plan. <br />~F <br />
