<br />Council Minutes of 4/l./8f~ _3_ <br />2) Safety Committee discussed the 911 Emergency Response System and while every- <br />one agreed that North Olmsted has an excellent system, it was felt that the 911 <br />system will be the technology of tomorrow as far as community response is con- <br />cerned and the city should get on board now. As chairman, Mr. O'Grady will forward <br />a legislation request to Law Director Gareau asking him to draft a resolution <br />supporting the installation of the 911 system. <br />3) Committee also discussed Ordinance No. 85-39, the stun gun ordinance. Committee <br />is still doubtful about this particular ordinance since the Law Director has <br />stated that he felt the ordinance,. as written, is "vague". Will allow the ordin- <br />ance to have second reading this evening. Will ask the Law Director to amend if <br />necessary and will approve or table the ordinance when it goes on third reading. <br />4) Has received a new liquor permit request for a D3 license from Gary Von Agency, <br />dba Frauleins, 25700 Lorain Road. A previous request by this applicant was turned <br />down in 1984 on the advice of former Building Commissioner Gundy. He had found <br />numerous violations at this address, such as, inadequate parking, non-compliance <br />with Ohio Basic Building Code Section 816 (Interior Exit Stairway); non-conforming <br />stairway to toilet facilities on the second floor; non-compliance with Article 8, <br />OBBC (Means of Egress); 1980 plan approval was to change use from single residential <br />to business offices only, including first and second floor ,but NO PERMSTS were <br />ever approved or issued for these changes; Building Commissioner was especially <br />concerned with deficient ceiling height, improper ingress-egress, fire segaration <br />and mechanical installations (electrical, air handling. and plumbing). Committee <br />will request present Building Commissioner Spino to investigate this property at <br />this time before council acts on this new liquor permit. <br />5) Mr. O'Grady moved council have no objection to the issuance of an F2 permit for <br />the St. Clarence Mens Club, 30106 Lorain Road, for a function to be held on <br />Saturday, April 26, 1986, second by Mr. Wilamosky, unanimously approved. <br />President Woerpel requested that the Clerk. of Council make copies of a letter <br />from Mr. Virgil Brown, Chairman of the County 911 Planning Com mtttee, which con- <br />tained a sample resolution for adoption of the 911 plan, and forward same to <br />Mr. O'Grady for enclosure with his legislation request to the Law Director. <br />Mr. Tallon, Chairman Recreation, Public Parks and Buildings Catimnittee reported: <br />1) Recreation Committee met on March 27th with Mr. Rademaker, Mr. Lackey and Mr. <br />Tallon in attendance. Committee discussed Ordinance No. 86-29, the establishment <br />of fees for the use of Recreation Department facilities. Mr. Tallon noted the <br />changes in fee structure as reflected in the ordinance, 86-29, on first reading <br />this evening. <br />Mr. Wilamosky noted that under Pool Fees, a senior single admission was provided <br />for, however, under Ice Rink Fees, there was no provision for senior single <br />admission. Mr. Tallon did not know the reason for this omission and will Look <br />into it. <br />Audience participation: <br />Madeline Brookshire, 5140 Hampton Drive, reminded the administration and council <br />that they had received a very clear directive with respect to the extension of <br />Stearns Road through North Olmsted in the city-wide vote a few years ago. <br />Dick Spaeth, 28873 Tudor Drive, reminded council that under Mayor Christman, the <br />southern extension of Stearns Road could not go through because it would not have <br />access to another major highway. Does not want the city to give legitimate <br />action to a road that may be put in illegally; think about it. <br /> <br />
