I <br />Council Minutes of 4/1/86 ~'- <br />LEGISLATION: <br />Ordinance No. 85-39 introduced by Mrs. Saringer was given its second reading. <br />An ordinance amending Chapter 549 of the General Offenses Code of the City of <br />North Olmsted, entitled "Weapons and Explosives", by adding a new Section 549.14, <br />entitled "Sale, Possession and Use of Stun Guns", and declaring an emergency. <br />Resolution No. 86-23 introduced by Mr. Wilamosky was given its second reading. <br />A resolution authorizing the Director of Public Service to advertise for bids for <br />50,000 gallons of sodium aluminate for use by the North Olmsted Wastewater <br />Treatment Facilities Plant. <br />Ordinance No. 86-27 introduced by Mayor Petrigac was given its second reading. <br />An ordinance to transfer funds for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 1986. <br />Ordinance No. 86-28 introduced by Mayor Petrigac was given its second reading. <br />An ordinance establishing a Petty Cash Fund for the Division of Aging in the <br />maximum amount of Two Hundred Dollars ($200.00) to be used for servicing <br />emergency, indigent clients, and declaring an emergency. <br />Ordinance No. 86-29 introduced by Mr. Tallon was given its first reading. An <br />ordinance establishing the method by which fees for the use of the facilities <br />of the Recreation Department are to be fixed, and repealing Ordinance No. 84-56, <br />and declaring an emergency. <br />Ordinance No. 86-30 introduced by Mr. Tallon was given its first reading. An <br />ordinance amending the Traffic Control Map and File of the City of North Olmsted <br />to provide a "no right turn on red" sign at the intersection of Brookpark Ex- <br />tension and Dover Center Road, thereby controlling traffic travelling in a <br />westerly direction making right turns onto Dover Center Road, and declaring an <br />emergency. Referred to Transportation and Safety Committees. <br />Resolution No. 86-31 introduced by Mr. Lackey on behalf of the Mayor and the <br />entire Council was given its first reading. A resolution to express opposition <br />by the City of North Olmsted to the provision of H.R. 3838 relating to state and <br />local government obligations and urging Congress not to enact those provisions <br />and. requesting immediate action to postpone the effect date even of those pending <br />provisions. Mr. Lackey moved for suspension of rule requiring three readings and <br />referral to committee, second by Mr. Wilamosky, unanimously approved. Mr. Wila- <br />mosky moved for adoption, second by Mr. Lackey, unanimously approved. Resolution <br />No. 86-31 adopted. <br />Miscellaneous business: <br />Mr. Wilamosky scheduled a Finance Committee Meeting for Monday, April 14th, at <br />8 P.M., to discuss Ordinance Nos. 86-27 and 86-28. Would like the Mayor and <br />Finance Director to be in attendance. <br />Mayor Petrigac advised Mr. Tallon that with respect to.his inquiry at the last <br />council meeting regarding the mail box placement on Dover Center Road, she <br />contacted the County Engineer. He stated that Dover Center Road was widened in <br />accordance with the contract. The contract did not call for relocation of the <br />mail boxes, therefore they were returned to their original location when re- <br />installed. The cost of relocating the boxes was prohibitive and not provided <br />for in the County Engineer's budget. In the future, however, he will ask his <br />personnel to relocate any mail boxes that are knocked down from this point on. <br /> <br />
