~ r <br />Council Minutes of 3/18/86 -2- <br />3) A request for street signage at Butternut Ridge Road and the new Great <br />Northern Boulevard waa asked for at the last council meeting; signs were <br />installed by noon the following day. <br />4) A question was asked about. 26 broken street lights on 1480. Service Director <br />Noble met with representative from Traffic Department of Ohio Department of <br />Transportation. These lights were added to their work order but they cannot in- <br />sure that replacements will be made before the end of March or the 1st of April. <br />Mr. Noble will continue to monitor the situation. <br />5) Has requested a legal opinion as to whether the building at the corner of <br />Lorain and McKenzie Roads constitutes use as a "show room"; upon receipt of <br />legal opinion, will proceed. <br />6) The administration had arranged a meeting to discuss the 911 emergency number <br />which will be reported on by President Woerpel or Councilman McKay. <br />7) The $150,000 Lite Beer Bowling Tournament is being held in North Olmsted and <br />the city is honored to be hosting this event. <br />8) A presentation by the Community Action Team will be given on March 25th at <br />7:30 P.M., entitled "Chemicals and Today's Athlete". <br />9) On March 13th, the administration met with members from the Architectural Re- <br />view Board, Planning Commission, Board of Zoning Appeals and Board of Building <br />Code Appeals. A lot of good dialogue was elicited; the administration found some <br />of the tools that it can provide and will work to do so. <br />10) The problem at the Rec Complex on Sunday was due to a main lead panel which <br />burned out and affected the pool, rink, heating, lighting and sound. Temporary <br />repairs were made late yesterday; $1.,000 is needed to make permanent repairs. <br />11) Thanked staff members who did an outstanding job last week under many un- <br />usual circumstances and with a shortage of manpower. <br />Law Director Gareau reported: 1) The Crumb ley Case is still on for next week; <br />will be heard in Akron. <br />2) Have not received an answer from the insurance company on the Faughender Case, <br />therefore will obtain a leave to plead and enter an appearance in court. <br />3) Has received an answer in the city's case against the insurance company with re- <br />gard to the Zurawski Case; they have raised numerous defenses. <br />4) In the case pending in the Supreme Court, Corrigan versus the City of North <br />Olmsted, Law Director has received a motion for judgment on the pleadings, <br />which basically says there are no issues and consequently are asking for judgment <br />on the basis of the status of the record at this particular time. Last week, <br />sent in a brief in opposition to the motion and also filed an amended answer, <br />raising numerous factual questions that are pertinent in the decision of the <br />case. <br />Finance Director Boyle reported: 1) City has approximately $281,000 in escrow with <br />the Ohio Citizens' Bank of Toledo. The escrow was established to guarantee the <br />city's first mortgage bond issue of 1961. At this point, city should have $110,000, <br />which leaves approximatley $171,000 of free money to be used either to purchase <br />the bonds ourselves or to call them. It is one of the first call provisions in the <br />State of Ohio; city was a little ahead of its time back then. City would be calling <br />them at 101; could probably purchase them at a lot lower rate because the interest <br />rates were very low; awaiting confirmation from McDonald and Company to purchase <br />them and hold them as an investment. Mr. Kuhn from McDonald and Company had addressed <br />council about an issue before congress that would make the city bonds taxable. <br />There is a senate bill, introduced by Senator Dave Durenberger of Minnesota, which <br />would reverse this. He is looking for co-sponsors and Finance Director Boyle feels <br />it would be to the city's best interest to request its senators to co-sponsor the <br />bill. Can forward some of the information on this to council for its consideration. <br />2) The state report should be issued next week; copies will be made available for <br />council. <br />
