i ._ <br />GounciJ, Minutes o~ l/21/8b <br />-2- <br />6) Mayor introduced Mr. Joseph Stacey, volunteer of the East Ohio Gas Company's <br />Grass Roots Program, who will be attending council meetings to answer any <br />questions from the audience, administration or members of council. <br />7) Mr. Don Copeland, Director of Department of Human Resources, received an <br />award of distinction from the North Olmsted School System. The City of North <br />Olmsted is indeed fortunate to have a man of Mr. Copeland's stature who not <br />only serves the city but serves the entire community so well. <br />8) Asked Council to consider the appointment of Mark N. Musial and Robert E. <br />Wendt to the Civil Service Commission; Larry B. Schwarts to the Parks and <br />Recreation Commission; the reappointment of Jack Helon to the Board of Zoning <br />Appeals. The Board of Education has reappointed Richard Scott as its repre- <br />sentative. <br />Law Director Gareau reported: 1) The law suit of Corrigan versus the City of <br />North Olmsted has been dismissed but a new law suit has been filed in the Ohio <br />Supreme Court. The distinction between these two suits is that the first one <br />was a declaratory judgment action, asking for interpretation of the City <br />Charter; the second one is a quo warranto action which questions the person who <br />is presently holding the Service Director's position as to whether or not that <br />person has a right to hold the position. This is a preemptory type of issue; <br />city has thirty days to file an answer, with stipulations; would expect the <br />issue to be resolved sometime in Spring. <br />2) City officials met with RTA today; will meet again in a couple of weeks and <br />will probably have most of the issues hammered out; will take a little while <br />for the bid procedures but expects to see that sometime in Spring also. <br />Finance Director Boyle reported: 1) Had previously mentioned the possibility <br />of the city having to pay a certain portion of Medicare expenses for either <br />existing employees or possibly new hires. The issue was passed by the House <br />with an effective date of January 1st; passed by the Senate with an effective <br />date of October 1st, 1986. October 1, 1986, was the date finally decided upon <br />but in getting bogged down with other issues, it was not acted on; the 99th <br />Congress was adjourned. New session started today; it will stay in committee <br />for a while and then some determination will be made. It could still be shelved <br />entirely but Finance Director would like Council to be aware that the city may <br />owe 1.43 of the total payroll of all new hires as of January 1, 1986. <br />2) A few clauses in the new Tax Reform Bill will drastically concern the City <br />of North Olmsted, especially in Capital Improvement Projects such as the <br />Wastewater Treatment Renovation Program. It could force the city into taxable <br />issues; could end our arbitrage; could have a drastic impact on our taxes. <br />This bill has passed the House and is now before the Senate. Has set up a <br />meeting between the Mayor and Mr. Wayne Kuhn of McDonald and Company and a <br />tentatively scheduled meeting between the Mayor and Mr. John Larson of Squire, <br />Sanders and Dempsey. Believes it would be a good idea for Council to also meet <br />with one, if not both, of these people. <br />3) Mr. Colonna, former State Representative, contacted Mr. Boyle last week to <br />advise that some recreation money is available from the state and from the <br />federal goverment. Will be meeting with him next Tuesday evening to see if <br />North Olmsted qualifies. The money may be used for rejuvenating North Olmsted <br />Park, especially the back section formerly occupied by the Service Department. <br />Mrs. Saringer, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Committee met January 14th with Mr. Rademaker and herself in attendance. <br />Committee discussed Ordinance No. 86-3. In anticipation of the adoption of <br />85-138, it was necessary to amend the review procedures of Section 1217.08 of the <br />Zoning Code.
