Council Minutes of 1/21/86 _g_ <br />2) Committee also discussed Ordinance No. 86-0, providing for the amendment <br />of the Zone Map, by changing P.P. 232-34-17 of the north parcel located at <br />Root Road, from Retail to B Residential Single. Asked that a Public Hearing <br />be scheduled and the Clerk of Council place the necessary advertising.. <br />3) BZD Committee met again last evening, January 20th, with Mr. Rademaker and <br />Mrs. Saringer in attendance along with Councilman Wilamosky, City Engineer <br />Schaller and Acting Building Commissioner Sankey. Committee discussed George's <br />Kitchen, 27350 Lorain Road; plans approved by ARB on December 18th and by <br />Planning Commission on January 14th, without the second curb cut. After much <br />discussion, BZD Committee suggested an application be made to the Zoning Board <br />of Appeals to seek a variance for parking requirements. BZD Committee will be <br />in attendance at the meeting. to recommend that BZA grant the variance. Mrs. <br />Saringer moved Council approve the revised plans for George's Kitchen, with the <br />anticipation that they will receive a variance from the Zoning Board of Appeals <br />and with the following stipulations: elimination of eleven parking spaces in <br />front of the atrium so this will be a landscaped area; that there be seventy- <br />three parking spaces, two of which will be for handicapped parking; three <br />parking spaces will be added to the southwest section of the parking area; one <br />parking space will be added at the southeast corner by the entrance; one <br />parking space will be added to the northeast corner by the building; three are <br />in the northeast section, second by Mr. Rademaker. <br />Mr. Wilamosky moved to amend the motion to define "landscaped area" to mean <br />the inclusion of grass, trees and shrubs, second by Mr. Rademaker. Roll call <br />on amendment: Affirmative vote: Lackey, O'Grady, Rademaker, Saringer, Tallon, <br />Wilamosky. Negative vote: McKay. 6 Aye - 1 Nay - Motion carried. <br />Roll call on main motion, as amended: Affirmative vote: Lackey, O'Grady, <br />Rademaker, Saringer, Tallon, Wilamosky. Negative vote: McKay. 6 Aye - <br />1 Nay - Motion carried. <br />4) BZD Committee also discussed the Westin Centre, 30276 Lorain Road. Proposal <br />to construct an automobile repair facility, Phase I. Proposal was approved by <br />the ARB on December 18th. and the Planning Commission on January 14th. This <br />approval included a green, chain link fence and landscaping. Committee has no <br />objections. Mrs. Saringer moved Council approve the above stated preliminary plans <br />as approved by ARB and Planning Commission, second by Mr. Rademaker, unanimously <br />approved. <br />5) Announced the next BZD Committee Meeting will be held on January 30th at <br />7:30 P.M. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) On January 13th, committee <br />discussed Ordinance No. 86-1, advertising for bids for a copy machine in the <br />Finance Department. Committee will hold in committee until further discussion <br />with Finance Director and Administration to establish a need for this equipment in <br />the Finance Office. <br />2) Also discussed Ordinance No. 86-4 which establishes the rates of compensation <br />for various administrative and legislative personnel. In order to comply with <br />the city charter, it was necessary to establish a line item for the Administrator <br />of the Division of Aging. The line item which established a range for an <br />Assistant Director of the Department of Human Resources was abolished. A range <br />was established for an Administrative Assistant to the Mayor. <br />Mr. Lackey, .Chairman Intra-Governmental Relations and LegisXation Committee re- <br />ported: 1) Committee met to discuss filling the vacancy on the Recreation. <br />Commission.
