Council Minutes of 1/21/86 -4- <br />Mr. Lackey so moved that Mr. Tim O'Rourke be reappointed as Council's representative <br />to the Recreation Commission, second by Mrs. Saringer, unanimously approved. <br />2) Landmarks Commission met last Thursday and all members were reappointed and <br />installed at that time. The new Chairwoman is Sharon Fleming; Vice Chairman is <br />Bob Parry. Landmarks Commission will hold a public meeting in Council Chambers <br />on Monday, February 24th, for the purpose of discussing the Butternut Ridge Road <br />Historical District. <br />Mr. Rademaker, Chairman of the 1985 Environmental Control Committee, reported: <br />1) The 1985 Environmental Control Committee met on January 2, 1986 to discuss <br />Ordinance No. 85-138 which establishes. Section 950 of the Codified Ordinances <br />entitled "Urban Forest Ordinance", providing for the preservation and planting <br />of trees in multifamily districts, public areas and commercial areas. Basically <br />the ordinance was created because of some abuses to the trees on Lorain Road. <br />The question arose in terms of whether or not this would apply to residential <br />districts. It was clearly determined that the ordinance would not apply to single <br />family residential homes and as such the committee has no objection. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no ob3ection to the transfer of a D2, D2X, D3 liquor permit <br />from Blackbriar's Incorporated, dba Blackbriar Inn, 29843 Lorain Road, 1st Floor, <br />North Olmsted, Ohio, to Thomas A. and Joseph P. Rest if o, dba Rest ifo's Lounge, <br />29843 Lorain Road, 1st Floor, North Olmsted, Ohio, second by Mr. Rademaker, <br />unanimously approved. <br />2) Mr. O'Grady explained that a D2 liquor permit is for wine and certain pre- <br />packeged drinks for on premises consumption or in sealed containers for carry out. <br />D2X liquor permit is for beer only for on premises consumption or in sealed <br />containers for carry out. D3 is for spirituous liquor for on premises consumption <br />only until 1:00 A.M. Mr. O'Grady will explain other liquor permit classif ica.tions <br />as they appear for Council's consideration. <br />Audience participation: <br />Mr. Joseph Corrigan, 6369 Brighton Drive, noted that a representative of East <br />Ohio Gas Company would be monitoring council meetings and expressed his hope that <br />when they file for a rate increase with the PUCO in Columbus, the representative's <br />salary for attending the council meetings would not be a factor. Councilman McKay <br />advised that the representative's volunteerism is strictly off the payroll. <br />LEGISLATION: <br />Ordinance No. 85-138 introduced by Mr. Rademaker was given its third reading. <br />An ordinance creating new and revised Chapter 950 of the North Olmsted Codif ied <br />Ordinances entitled "Urban Forest Ordinance", and declaring an emergency. Mr. <br />Rademaker moved for adoption, second by Mr. Tallon, unanimously approved. Ordin- <br />ance No. 85-138 adopted. <br />Ordinance No. 86-0 introduced by Mr. Tallon was given its second reading. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted, <br />which Zone Map is part of the Zoning Code of the City of North Olmsted, by changing <br />the premises hereinafter described from General Retail Business District to Single <br />Residence B District. <br />Resolution No. 86-1 introduced by Mr. McKay was given its second reading. A <br />resolution authorizing the Director of Finance to advertise for bids for a copy <br />machine for use in the Finance Department, and declaring an emergency. <br /> <br />
