r <br />Council Minutes of 12/15/87 -2- <br />2) Board of Control met on Monday, December 14th, to award the bid for the <br />~~' waste collection; two bids were received; Board accepted the lowest and best <br />bid presented by BFI; bid is for three years with a two year option for re- <br />newal; present cost of collection is $4.74 per unit and new contract is for <br />$5.84 per unit. BFI will put three new pieces of equipment into service. <br />3) A list of the Mayor's recommendations for appointments to the various boards <br />and commissions has been forwarded to the Chairman of the Legislation Committee. <br />Would appreciate council's prompt approval on the re-appointment of Mr. Ron <br />Bugala and Mr. Bob Gomersall to the Board of Zoning Appeals since their first <br />meeting of 1988 will be the evening after the first council meeting of 1988 <br />and without confirmation, they will not have a quoram to hold their meeting. <br />4) Attended a meeting, sponsored by NOACA, with the state legislature, to dis- <br />cuss methods to distribute funds generated through the passage of Issue 2. <br />Also discussed was the Inspection Maintenance Program being mandated to reduce <br />automobile emissions to a level whereby air quality standards are obtained and <br />maintained. Beginning January 1st, 1988, all cars 1980 or newer, or a truck <br />under 8,500 pounds, must have the emission system checked for lead content. <br />Cost will be $5.00 and certificate must be obtained in order for the purchase <br />of license plate tags. An inspection can be obtained in North Olmsted at <br />the Sunoco Station at Clague and Lorain Roads. <br />5) Mayor and Members of Council have received the Ohio Traffic Highway Safety <br />Review Team Evaluation which will be reviewed by Mayor, Safety Director and <br />Police Chief Marsh. <br />6) Several. excellent candidates submitted resumes for the open position on <br />the Civil Service Commission; Mayor has recommended the appointment of <br />Madeline Berkshire for the term January 1st through December 31st, 1988. <br />Law Director Gareau reported: 1) This morning, argued the city's position on <br />the Romp Rezoning Case in the Eighth Appellate District Court; results should <br />be known in the next month or so. <br />2) Pre-trial was held in the Halleen Case this past week; issues relative to <br />the lighting are trying to be resolved; is confident that in the near future, <br />all problems will be resolved and will keep council advised; another pre- <br />trial is scheduled in approximately a month. <br />3) Also, attended a pre-trial on behalf of the city in the Civil Service Case <br />dealing with Newman. There is a big dispute in this case as to whether or not <br />they want to introduce additional evidence. Law Director has found in the past <br />that there is a iot of confusion because the courts are not really familiar with <br />which way to proceed in Civil Service Cases. <br />Finance Director Boyle reported: 1) Has finally received from the county the <br />city real estate tax estimates for 1988. It is $39,493 higher than what was <br />asked for, spread over the seven .funds, so obviously there are no big changes. <br />The only real revelation is in the 3 mils passed several years ago by the voters <br />to off-set some of the sewer bill; it is now down to 2.9 mils and that is a <br />savings of about $35,000 to the residents of North Olmsted. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met <br />December 10th with all members in attendance as well as Mayor Petrigac, Finance <br />Director Boyle, Directors Cunningham and Noble, and President Saringer. <br />Committee discussed Ordinance No. 87-119 which authorizes the. administration to <br />• bid for 250 tons of cinders; committee has no objection,. however an amendment <br />will be required to change the name of the president of council to read <br />"Janet A. Saringer", instead of Dwayne R. Woerpel. <br />~,~~. _. <br />
