Council Minutes of 1.1/17/87 -5- <br />2) Committee also discussed high school students parking on Southern Avenue <br />during the day and causing many problems for residents in the area. It was <br />the unanimous decision of committee to prohibit parking on Southern Avenue <br />from 8 A.M. to 4 P.M., daily, on:school days only. This is covered by Ordin- <br />ance No. 87-121 on first reading this evening. <br />3) Committee had no objection to Ordinance No. 87-114 which authorizes the <br />Mayor to enter into a contract with the Cuyahoga County General Health District. <br />4) The last item for discussion was an ordinance amending the traffic control <br />file of the city to change the "no right turn on red" off of 1480 onto Clague <br />which currently reads "during rush hours, morning and evening" to read <br />"no right turn on red from 7 A.M. until 6:30 P.M." This is one more .measure <br />to help ease the bad traffic problem in this area. <br />5) Moved Council have no objection to the issuance of an F2 liquor permit for <br />the Kiwanis Club of North Olmsted, 29271 Lorain Road, North Olmsted, Ohio, <br />for a function to be held on Thursday, December 31st, second by Mr. Lackey, <br />unanimously approved. <br />Mr. Rademaker, Chairman Long Range Planning Committee and Transportation Committee <br />reported: 1) Transportation Committee met in conjunction with Finance Committee <br />on November 9th to discuss Ordinance No. 87-112 which provides for the sale, at <br />auction, of surplus material used by the Service and Recreation Departments. <br />All members were present as well as Director Noble and Tom Fattlar from the <br />Recreation Department. All equipment listed on Exhibit A was discussed with <br />Director Noble and there was no objection to the sale of all equipment with the <br />exception of a couple of pieces that were discussed specifically in conjunction <br />with the proposal submitted to council by Munn's Ford Tractor Agency. That <br />proposal involves the trade-in of a 1977 Fl Ford Model Loader for a Hustler <br />Tractor, which is a lawn mower for cutting park grounds. Additionally, committee <br />discussed trading a 1965 Ford Model backhoe loader for a winch that will be <br />used for lifting manhole covers. Committee agreed that the city should go for- <br />ward with the trade-in of the loader and the backhoe for the tractor and the <br />winch; also has added two motorcycles, a 1972 and 1974 Kawasaki, which were con- <br />fiscated by the Police Department. <br />In the absence of Chairman McKay, Councilman Wilamosky gave the following <br />Streets and Drainage Committee report: 1) Committee discussed Porter Road re- <br />construction and Ordinance No. 87-120, on first reading this evening, reflects <br />their recommendation to move ahead and authorize Michael Benza and Associates <br />to perform preliminary engineering drawings for this project. The ordinance <br />was discussed in caucus this evening and the administration included in one <br />section of Ordinance No. 87-120 that $12,500 would be expended from Capital <br />Improvement Funds for this preliminary engineering because it has already <br />been earmarked for this purpose. While there is tremendous support for this <br />project, Mr. Wilamosky warned that the reconstruction may not occur for <br />some time; does not want the residents on Porter Road to have any false <br />hopes that this will be done immediately. <br />Letters and Communications: <br />President Saringer read a letter from Robert D. Miles, President of Local 2681, <br />stating that the union had supplied leaflets, passed them out throughout. the <br />city on their own time and backed Issue 24 1007. Objected to former Service <br />Director Corrigan's allegations of any impropriety; union membership did not <br />violate any election rules. Mr. Miles' letter attached anal made part of <br />tonight's minutes. <br />~:~,9, <br />
