t <br />Council Minutes of 11/17/87 -6- <br />Audience participation: <br />Bill Cunningham, Tax Administrator for the City of North Olmsted, addressed <br />;:~ Council with respect to not authorizing RITA to pursue delinquent tax payers <br />~` through court action for collection of taxes. Mr. Cunningham stated that <br />he has NEVER talked to Mr. Chips or ANYONE ELSE from RITA who advised him <br />about any kind of a legal program. He DID talk to Craig Chenicki, the Auditor <br />handling the North Olmsted accounts, last July or August, who explained what <br />could be done. It was decided at that time, after he discussed it with his <br />superiors at RITA, that the city would hold off any further action until after <br />the subpoena program, which started yesterday and will continue until next Tues- <br />day. The collection would then be evaluated and further action discussed at <br />that time. <br />Joseph Corrigan, 6369 Brighton Drive, spoke again with respect to Issue 24 and <br />the involvement of city personnel. Is not satisfied with Service Director Noble's <br />report to council; feels that his complaint was not handled by Mr. Noble in a <br />cogent manner but led to a personal attack on Mr. Corrigan; finds Mr. Noble's <br />report offensive and libelous. Believes it to be a case of "kill the messenger" <br />instead of properly addressing the message. Since President Saringer read <br />Mr. Miles' letter .and made it part of the record of council, would like Mr. Noble's <br />report incorporated in the minutes also. President Saringer directed the Clerk <br />to make Mr. Noble's report a part of this evening's proceedings. <br />Richard Noble, Service Director of the City of North Olmsted, responded to <br />Mr. Corrigan's comments and stated that if Mr. Corrigan was so concerned about <br />the use of city personnel and city equipment, he had had every opportunity to <br />voice his concern when he stood outside the polls with Mr. Noble from 7:30 to <br />9 A.M., and with Mayor Petrigac later that day. Mr. Corrigan did not even fur- <br />nish the names of the employees concerned; feels Mr. Corrigan should make a <br />public apology to the men of the Service Department who he has gone out of his <br />way to discredit. <br />LEGISLATION: <br />Resolution No. 87-105 introduced by Mr. Wilamosky was given its third reading. <br />A resolution authorizing the Director of Public Service to advertise for bids <br />for 2,500 tons of road salt and authorizing the Mayor to contract for same, and <br />delcaring an emergency. Mr. Wilamosky moved for adoption, second by Mr. Tallon, <br />unanimously approved. Resolution No. $7-105 adopted. <br />Resolution No. 87-106 introduced by Mr. Wilamosky was given its third reading. <br />A resolution authorizing the Director of Public Service to advertise for bids <br />for 50,000 gallons of sodium aluminate for use by the North Olmsted Wastewater <br />Treatment Facilities Plant. Mr. Wilamosky moved for adoption, second by <br />Mr. Tallon, unanimously approved. Resolution No. 87-106 adopted. <br />Ordinance No. 87-108 introduced by Mr. O'Grady was given its third reading. <br />An ordinance amending the Traffic Control File of the City of North Olmsted pro- <br />viding for "no parking" on both sides of Butternut Ridge Road, from where the <br />same intersects with Dover Center Road to where it also intersects with Porter <br />Road, and declaring an emergency. Mr. O'Grady moved for adoption, second by <br />Mr. Bohlmann, unanimously approved. Ordinance No. 87-108 adopted. <br /> <br />
