Council Minutes of 11/4/87 <br />-2- <br />2) One of the issues passed, Issue 2, will allow the State to go out on bond, <br />so much per year, over a ten year period, and the proceeds will be used for munici- <br />palities, counties, townships, etc. Since Issue 2 did pass there will be available <br />funds for North Olmsted streets; possibly for the water line; possibly to be used <br />as matching or part of it. According to the literature received by Finance Director <br />Boyle, it could be used in waste water or solid waste treatment. Has read the <br />proposals but does not know the state agency to address; possibly ODOT should be <br />contacted; would hope the administration would investigate this since it could mean <br />a major savings for the city's street programs and flood control. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the transfer of a D5 liquor permit from <br />Michael J. Santosuosso, dba Santo's, 26361 Brookpark Road, North Olmsted, Ohio, <br />to James O'Malley, Great Northern Shopping Mall, 26361 Brookpark Road, North <br />Olmsted, Ohio, second by Mr. Bohlmann, unanimously approved. <br />2) Moved Council have no objection to the issuance of an F2 permit for the North <br />Olmsted Chamber of Commerce for an event to be held on December 5th at the North <br />Olmsted Party Center, 29271 Lorain Road, North Olmsted, Ohio, second by Mr. <br />Bohlmann, unanimously approved. <br />Mr. McKay, Chairman Streets and Drainage Committee as well as Environmental Control <br />Committee reported: 1) Environmental Control Committee met on Tuesday, October 27th <br />with Councilmen O'Grady and Lackey, Service Director Noble and Forester Wendell in <br />attendance. Committee discussed the Tree Planting Program; there are approximately <br />476 requests for trees; 10 trees were planted in 1986 and in the Spring of 1987. <br />Present budget for trees is $800; cost of trees is $50 each; hopes to have some <br />more trees replaced before the-year is over and feels the oldest requests should b.e <br />handled first; some of the requests are at least six years old. <br />2) Committee also discussed the use of pesticides, herbicides and fertilizers used <br />on lawns. The concern is for the safety of children and pets who are exposed to <br />the chemicals. Would like some assurance that qualified people are applying the <br />chemicals and also that warnings be posted on the treated lawns for children and <br />pets' protection. Will consult with Law Director Gareau for proper direction. <br />3) Read a memo with respect to mosquito surveillance control. ac ivities of .the. <br />Cuyahoga Board of Health in 1987. 68 locations were surveyed f,or mosquito larvae; <br />644 locations were treated to control mosquito larvae; 3,230 acxes were sprayed to <br />control adult mosquitos; 130 mosquito complaints were investigated; 201 mosquito <br />related conferences were held with public and city officials; 10 mosquito collections <br />were made and 98 of those. mosquitos tested for encephalitis virus; 14 birds were <br />collected and tested for virus. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) BZD <br />Committee met on October 29th at 8 P.M. with Councilman Bohlmann and Tallon present <br />as well as Building Commissioner Conway. The following Building Department requests <br />were discussed: <br />a. John Knox Presbyterian Church, 25200 Lorain Road, proposal to <br />construct an addition, third step of the Master Plan. Approved by Planning Commission <br />on October 27, 1987, and by ARB on October 21, 1987. BZD Committee recommended <br />maintaining all lighting on the property with its approval. Mr. Tallon moved council <br />accept the above mentioned proposal, with all recommendations of Planning Commission, <br />ARB and BZD Committee, second by Mr. Bohlmann, unanimously approved. <br /> <br /> <br />
