Council Minutes of 11/4/87 -3- <br />b. Electric Cordsets, Incorporated, 31400 Bradley Road, proposal <br />to construct office building in Limited Industrial District. Variance was granted <br />by BZA on October 7, 1987. Only one spotlight-type fixture was shown on the plans; <br />developer agreed to install more esthetic, landscaped-type lighting so as not to <br />be objectionable to the neighbors. Committee concurs with ARB and Planning Commission <br />recommendations, again with the stipulation that all parking lot and security lighting <br />remain on the property. Mr. Tallon moved Council accept the above mentioned proposal, <br />second by Mr. Bohlmann, unanimously approved. <br />c. Speedy Muffler King, 4565 Great Northern Boulevard, proposal to <br />construct an addition to rear and side of building. One of the questions on this <br />proposal was the joining of the lots with an easement. The lot and easement were <br />joined and the easement recorded on the plans as presented. Another question from <br />ARB was whether the blue stripe which runs on the front and sides of the building <br />would be continued on the new addition; the answer is that whatever is on the present <br />building, will be continued on the new addition. Mr. Tallon moved Council accept <br />the above mentioned proposal, second by Mr. Bohlmann. Roll call on motion: Affirma- <br />tive vote: Bohlmann, McKay, O'Grady, Rademaker, Tallon. Negative vote: Wilamosky. <br />5 Aye - 1 Nay - Motion carried. <br />Audience participation: <br />Mr. Joseph Corrigan, 6369 Brighton Drive, objected to the use of city personnel and <br />equipment, by the administration, in an effort to get the Tax Levy passed. Would <br />like the Mayor to investigate to see if the city employees' time cards showed they <br />were "on the clock" while engaging in activities advocating the passage of the <br />tax levy; believes the use of city employees in this type of activity is prohibited <br />by law; taxpayers' funds were being disbursed in a manner prohibited by state statute. <br />Mayor Petrigac stated that she would be glad to submit a very detailed report of <br />every employee involved in working in any way - the times they were used and what <br />time that came out of; feels it will show no misuse of employees or material. Will <br />forward a complete report to President Saringer for distribution to all of council <br />and Mr. Corrigan. <br />Mr. Russ Jack, 5975 Columbia Road, stated that Mr. Corrigan's remarks were an in- <br />appropriate slap at the Mayor and he resented them. <br />Margaret McKay, 5197 Columbia Road, stated that an article in the Chronicle in- <br />dicated that Council did not support the tax issue. Would like the record to <br />show that both she and Councilman McKay walked Columbia Road and Councilman McKay <br />also walked Mastick Road passing out flyers in support of the tax levy. Is tired <br />of people making remarks to the newspapers that have no basis in fact. <br />LEGISLATION: <br />Ordinance No. 87-79 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance to amend Sections 1501.0101, 1501.0501, 1501.0502, 1501.1302 and 1501.2101 <br />of the Codified Ordinances of the City of North Olmsted, Ohio, in order to increase <br />the municipal income tax rate from one percent to one and one-half percent, and de- <br />claring an emergency. Mr. Wilamosky moved to table, second by Mr. Tallon, unani- <br />mously approved. Ordinance No. 87-79 tabled. <br />Ordinance No. 87-81 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance to amend Section 1501.1901 of the Codified Ordinances of the City of <br />North Olmsted, Ohio, in order to provide for a seventy-five percent municipal in- <br />come tax credit with a credit limit of seventy-five percent of one percent of taxable <br />income, and declaring an emergency.
