<br />they are hoping it will spur enough income into the state coffers to pay for
<br />it. They are general obligations issues and not tied to any ,property tax -
<br />~pr it is not a voted issue.
<br />4) Finance Department released financial statements showing not only the monthly
<br />expenditures of revenues of the prior year but the one issued last week showed
<br />the September balances and then the 1986 October, November and December revenues
<br />or expenditures so council can have a handle on where the city was last year and
<br />help plan the end of this year. Also, developed a new one for revenues and
<br />.expenditures that compare this year, current month, to last year's current month.
<br />Council can look at September, by line item, compared to last year, and see if
<br />more or less monies are being received and more or less money being spent.
<br />Hopefully, this will be whelp to both the administration and council,
<br />5) Would be happy to attend the Council of the Whole Committee Meeting as pro-
<br />posed by the Mayor as long as it was structured and requests President Saringer
<br />to act as moderator.
<br />Mr. Lackey, Chairman Recreation, Public Parks and Buildings Committee reported:
<br />1) Landmarks Commission met last week to discuss plans for the November 1st
<br />Open House at the library. Everyone is invited and the Landmarks Commission
<br />will be providing historical information on the library and the important impact
<br />it has had on the City of North Olmsted.
<br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee
<br />reported: l) Legislative Committee met on October 12th with all members in
<br />attendance as well as Building Commissioner Conway. Committee discussed Ordin-
<br />ance No. 87-57 which is the new permit fee structures and agreed to amend the
<br />ordinance pertaining to roofing, siding, driveways and patios. Cost would re-
<br />main the same, at $25 flat fee, but the square footage has been changed -
<br />in excess of 1,000 square feet would be an additional $3.00 instead of 100
<br />square feet at an additional $3.00. Committee also recommends that the rates
<br />be retroactive to July 21, 1987 and will ask for suspension of rule requiring
<br />three readings to allow for passage this evening.
<br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported:
<br />1) Moved Council have no objection to the issuance of an F2 liquor permit for the
<br />St. Richard's Parents' Club for a function to be held on November 21st at
<br />St. Richard's Church, 26855 Lorain Road, North Olmsted, Ohio, second by Mr.
<br />Tallon, unanimously approved.
<br />2) Moved Council. have no objection to the transfer of a D5 liquor permit from
<br />Leonard Kozak, 24106 Lorain Road, North Olmsted, Ohio to Lauren Properties,
<br />Incorporated, 24106 Lorain Road, North Olmsted, .Ohio, second by Mr. Tallon.,
<br />unanimously approved..
<br />3) Moved Council have no objection to the issuance of an F2 liquor permit for
<br />the Irish Heritage Club, 301.06 Lorain Road, North Olmsted,. Ohio, for a function
<br />to be held November 27, 19$7, second by Mr. Tallon, unanimously approved.
<br />4) Moved Council have no objection to the issuance of a C2 liquor permit for
<br />Hickory Farms, Incorporated, Great Northern Shopping Center, 5198 Great Northern
<br />Boulevard, North Olmsted, Ohio, second by Mr. Tallon, unanimously approved.
<br />Mr. McKay, Chairman Streets and Drainage Committee as well as Environmental
<br />Control Committee reported: 1) Has received an oral. report on the noise level
<br />at 1480 and Fitch Road which indicates the area does not meet the requirements
<br />to petition the State for noise barriers.
