Council Minutes of 10/20/87 -4- <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />October 15, 1987 with Finance Director Boyle in attendance; Director Cunningham <br />and Mayor Petrigac were unable to be in attendance. Committee discussed Ordin- <br />ance No. 87-97 which authorizes the administration to advertise for waste <br />collection and has no objection. <br />2) Committee discussed Ordinance No. 87-103 which provides for an amendment to <br />Ordinance No. 87-53 dealing with rates of compensation; majority of committee <br />recommends against passage of Ordinance No. 87-103 at this time. <br />3) Committee discussed Ordinance No. 87-102 and recommended an amendment to <br />Section 2 as shown on the amended legislation submitted to council this evening. <br />Committee has no objection to the ordinance as amended. <br />4) Committee discussed Ordinance No. 87-104 and made a number of changes, all <br />of them reflected in the new legislation., 87-104, as amended; committee <br />recommends adoption of Ordinance No. 87-104,. as amended. <br />5) Committee also discussed with Finance Director Boyle his expenses on data <br />processing. Mayor Petrigac had forwarded a memo to all department heads ex- <br />pressing some concerns about overtime. Finance Department has expended $655 <br />in overtime for the last ten and a half months due to the efforts of that de- <br />partment to go "in-house" payroll. As of October 19th, data processing account <br />for finances has been $21,569 with anticipated bills, by year's end, adding an <br />additional $4,000 for a total of some $25,800; this does include payroll. If <br />city were to go ahead with payroll "in-house", there could be an approximate <br />savings of $11,000. The Mayor's memo requested elimination of overtime in all <br />departments with the exception of Safety. Mr. Wilamosky feels that Finance <br />Department should do its best to comply and hold overtime down, but. feels their <br />intent to save the city $11,000 for a $600/$800 investment is a commendable <br />effort. <br />Audience participation: <br />Earl Beck, 5409 Dorothy Drive, congratulated Law Director Gareau on his <br />successful handling of the two cases relative to Nightfall and Burger King. <br />Asked when the Halleen Case would progress; Law Director advised that within <br />the next three weeks a trial date will probably be set; will know at that <br />point whether to move in a different directiAn or try the case. Mr. Beck <br />feels there is also a safety situation with the ditch; the glare of lights <br />might cause the children in the neighborhood to walk into the ditch because <br />they were temporarily blinded. Also, expressed appreciation for Building <br />Commissioner Conway's prompt attention to a recent complaint. <br />Cliff Crabbs, 25575 Butternut Ridge Road, feels that if the Leaf Pickup Pro- <br />gram is discontinued, it will place a burden on BFI and will certainly im- <br />pact on their next bid. Does not believe it is right to dump leaves in <br />landfills; when they are collected and left to rot down they become an asset <br />since people come and haul them away to be used in their gardens. <br />Mike Holian, 4665 Porter Road, asked why it took so long to have the equipment <br />checked; it should have been done earlier this year and not wait until the <br />leaves have fallen. Mayor Petrigac advised that the equipment was checked out <br />earlier this year and the decision to not pick up leaves was also made earlier <br />this year. If there are older people on Porter Road who are unable to bag <br />their leaves, the Mayor suggested that Mr. Holian tell them to call the De- <br />partment of Human Resources for help. <br />~,. _ ~~ ~.,r~..~. <br />
