Council Minutes of 10/20/87 -.5- <br />John Rumancik, 4079 Root Road, asked if he could use his truck to transport <br />leaves to the Barton and Bradley Road dump; Mayor stated she did not know <br />of any reason why he could not; will check it out and call to let him know <br />if it is not permitted. Mr. Rumancik feels the city is receiving more tax <br />money now and yet the. services are going down. Mr. Wilamosky pointed out <br />that for every $1,000 of property tax, the school system receives close to <br />$700; the balance is divided between the City of North Olmsted and Cuyahoga <br />County; feels the city has done a reasonably good job in providing the level <br />of service it has on only 16~ of every tax dollar paid ~.n real estate taxes. <br />Mr. Rumancik pointed out that branches must now be cut in four foot lengths <br />in order to be collected; the city used to come around and chip them. He <br />also complained that BFI does not collect large items such as .hot water tanks <br />on a regular basis; they pass up such items and they sit on the lawn. <br />President Saringer stated that BFI is to pick up everything, including large <br />items; if they do not, the city should be notified by a phone call to the <br />Service Department. Mr. Rumancik stated. that Root Road has never been striped <br />or lined, nor do the police patrol this area; also, the snow plows do not plow <br />Root Road at the north end; they make a turn off at Byron and don't come up <br />that far. The lighting on Lorain. Road, for Great Northern Boulevard and Lorain, <br />does not allow the residents of Root Road to make a left-hand turn going east. <br />A petition was presented to council but nothing has been done. Mayor agreed <br />that this is an extremely bad area and is part of the Traffic Survey. Mr. <br />Tallon, Chairman of the BZD Committee invited Mr. Rumancik to attend the next <br />BZD Committee Meeting on October 29th, at 8 o'clock, and give his input to <br />the committee as to a solution to this problem. <br />LEGISLATION: <br />Ordinance No. 87-76 introduced by Mr. Tallon was given its third reading. An <br />ordinance creating new Section 1116.14 of the Zoning Code and new Chapter 1721 <br />of the Fire Prevention Code providing design and construction standards for <br />Fire Department vehicle access upon commercial, industrial, and multi-family <br />properties located within the City of North Olmsted, as amended. Mr. Tallon <br />moved for adoption, second by Mr. Wilamosky, unanimously approved. Ordinance <br />No. 87-76 adopted. <br />Ordinance No. 87-94 introduced by Mr. Wilamosky was given its third reading. <br />An ordinance to establish within the special revenue fund group a "Street Re- <br />habilitation Fund - Income Tax" and a "Permanent Improvement Fund - Income Tax" <br />of the City of North Olmsted for pprtions of the City's municipal income tax <br />revenues, and declaring an emergency. Since Ordinance No. 87-94 cannot be <br />effective unless the Income Tax Issue is passed on Tuesday, November 3, 1987, <br />Mr. Wilamosky moved to postpone Ordinance No. 87-94 to a date certain of Wed- <br />nesday, November 4, 1987, second by Mr. Tallon, unanimously approved. Ordin- <br />ance No. 87-94 postponed to date certain, November 4, 1987. <br />Ordinance No. 87-96 introduced by Mr. Wilamosky was given its third reading. <br />An ordinance establishing policy regarding the accumulation of vacation leave <br />for all departments within the City of North Olmsted. Mr. Wilamosky moved for <br />adoption, second by Mr. Tallon, unanimously approved. Ordinance No. 87-96 adopted. <br />Resolution No. 87-97 introduced by Mayor Petrigac was given its second reading. <br />A resolution authorizing the Director of Public Service to advertise for bids <br />for the collection of all refuse in the City of North Olmsted, and authorizing <br />the Mayor to contract for same. <br /> <br />
