Council Minutes of 9/1/87 <br />-3 - <br />Mr. Lackey, Chairman Recreation, Public Parks and Buildings Committee reported: <br />1) Brochures for the Parks and Recreations Winter Schedule are now available <br />and have been mailed to North Olmsted residents. They. may also be picked up <br />at the Rec Center as well as City Hall. <br />2) Landmarks Commission met last Tuesday to officially dedicate the Butternut <br />Ridge Historical District; signs were placed at each end of the district <br />with additional signage to be added. <br />Letters and communications: <br />Clerk of Council reported; 1) Is in receipt of a letter from Marleen Munro <br />requesting that council vote to make Joan Supple an Administrative Aid at the <br />Senior Center. <br />2) Has also received a petition for the installation of a street light on <br />Vincent Road, between Walter Road and LeBern Road. <br />Audience participation: <br />Jack Smith, 23496 Stoneybrook Drive, as spokesman for a large group of residents <br />from the Stoneybrook area, discussed the bad flooding in this area; the backup <br />of sewers into area basements. President Saringer commented on the work done <br />years ago, when Stoneybrook was dug up and corrections made because of infiltra- <br />tion of water into the lines; smoke testing was done and illegal connections <br />discovered; more recently hydro-brakes were installed in the Deerfield area to <br />help alleviate the flooding problem; the lift staion was updated and pumps are <br />now being used in the street. Service Director Noble stated that letters. are <br />now being sent out to those residents with illegal connections; they will be <br />given thirty days to disconnect their downspouts and reconnect them to the <br />proper storm lines and get them out of the sanitary lines. Also asked for the <br />resident's help in reporting vandalism being done to the pumps when they are <br />placed in the street. Reminded everyone that this year has been the wettest in <br />the last one hundred years. Service Department, has been in contact with the <br />County Engineer requesting additional design on the storm line going into the <br />Clague Road project to increase the capacity of that line. Discussion continued. <br />Bill Sheehan, 24874 Fawn Drive, also discussed the flooding problem and asked if <br />it would be possible to put a "hold" on any more building in this area to <br />alleviate further problems. Law Director Gareau responded that it was not <br />possible; new subdivisions going in are now required to retain their water; <br />when a subdivision is completed, no more water can be discharged, or discharged <br />at a greater rate, then was discharged in its undeveloped state. <br />John Dee, 5670 Bradley Road, discussed the proposal for the Bradley Oaks Sub- <br />division; stated bad flooding in the area already; mosquito infestation; stated <br />that the addition of twenty-one homes on eight acres is not consistent with the <br />past residential development of the area. .Law Director Gareau advised that the <br />city cannot turn down the Bradley Oak Subdivision for the reasons given by <br />Mr. Dee; members of council could be held personally liable and would be treading <br />on very thin legal ground. <br />Mary Dee, 5670 Bradley Road, discussed the horrendous mosquito problem; has <br />purchased a portable mosquito fogger, the largest Bug Whacker Sears sells; <br />has applied granular mosquito repellant to the lawn and generous layers of <br />repellant to personal clothing and exposed skin - all of which has not helped <br />very much. There is no way the family can enjoy their yard; worries about the <br />encephalitis carrying mosquito which is found in Bradley Woods. <br /> <br />
