Council Minutes of 9/1/87 -4- <br />Bob Grant, 5704 Bradley Road, resident for the past 28 years, discussed the <br />past history of this area .with respect to flooding. Stated there is a 14 inch <br />pipe under Bradley road which drains the Bradley Woods Metro Parks onto the <br />property across Bradley. Years ago, the county replaced a 3 inch diameter pipe <br />with a larger one that went from one. ditch to the other. County has also recently <br />cleaned all the ditches but this has not helped. Flooding of Bradley Road is <br />a serious hazard for motorists. <br />Dan Mannick, 5798 Fitch Road, discussed the noise from 1480. Would like the <br />city to enforce the speed limit; would like the administration to pressure the <br />state to repair the bad bump. on the Fitch Road overpass where the road joins <br />the bridge; would like to have emergency phones installed; would like to have <br />the speed limit reduced to 25 miles per hour on Fitch Road as well as having <br />"Children At Play" signs installed because of the many young children. <br />President Saringer asked for a list of these requests so they could be for- <br />warded to the proper council committees. <br />Kenneth Prevo, 25022 Deerfield Drive, also discussed the flooding problem which <br />he feels is getting worse. Is concerned about the street presently going in <br />on the south side of the development, between Columbia and Walter Roads. The <br />developers had assured the present residents that their storm system would not <br />be hooked into the present residents, however he is being told now that they <br />will be hooking into the present system; is this true? Mr. Tallon suggested <br />that Mr. Prevo check with the Engineering Department; does not believe they <br />would be allowed to tie into anything that could not handle the increased flow. <br />Mike Boland, 23559 Stoneybrook, also discussed the flooding problem; remembers <br />when the reconstruction was done in August of 1976. After the smoke testing, <br />letters were to be sent out then. If the letters to be sent out at this time <br />are based on the smoke testing done in 1976, and the report issued in 1983, <br />feels they would no longer be valid because of the corrections made: in 1976. <br />LEGISLATION: <br />Ordinance No. 87-70 introduced by Mayor Petrigac was given its third reading. <br />An ordinance establishing the organization and composition of the non-uniform <br />personnel of the Police Department, together with salaries and various benefits <br />for said employees, and declaring an emergency, as amended. Mr. Wilamosky <br />moved for adoption, second by Mr. Lackey, unanimously approved. Ordinance No. <br />87-70 adopted. <br />Resolution No. 87-71 introduced by Mr. Tallon was given its third reading. <br />A resolution accepting for recording purposes only the Bradley Oak Estates <br />Subdivision Plat in the City of North Olmsted. Mr. Tallon moved for adoption, <br />second by Mr. McKay. Roll call on motion: Affirmative vote: Lackey, McKay, <br />Rademaker, Tallon. Negative vote: Bohlmann, Wilamosky. 4 Aye - 2 Nay - Motion <br />carried. Resolution No. 87-71 adopted. <br />Ordinance No. 87-82 introduced by Mayor Petrigac was given its third reading. <br />An ordinance levying a Motor Vehicle Excise Tax of $5.00 per motor vehicle <br />pursuant to Section 4504.172 of the Ohio Revised Code, and declaring an <br />emergency. Mr. McKay moved for adoption, second by Mr. Rademaker. Roll call <br />on motion: Affirmative vote: Bohlmann, McKay, Rademaker, Tallon, Wilamosky. <br />Negative vote: Lackey. 5 Aye - 1 Nay - Motion carried. Ordinance No. 87-82 <br />adopted. <br />Resolution No. 87-84 introduced by Mr. Tallon was given its first reading. A <br />resolution accepting for recording purposes only the Clarence and Lucy Spradling <br />Subdivision and Assembly Plat in the City of North Olmsted.
