At Planning Commission Meeting, Mr. Frank Lavelle, <br />owner, discovered that the parking was not correct because the rear half of the lot <br />is not hard surface parking and cannot be used. Committee approved the plans for <br />the addition with proper parking; parking lot to be striped and "no parking" signs <br />to be installed at the end of each aisle. Mr. Tallon moved Council approve the <br />Mirrors on the Strip proposal with the requirement that there be no parking on <br />the unpaved portions, the parking lot be restriped, and "no parking" signs be <br />installed at the end of each aisle by the unpaved surface, second by Mr. Bohlmann, <br />unanimously approved. <br />2) Committee also discussed the Spradling Subdivision and has no objection; legis- <br />lation will be forthcoming. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council object to the issuance of a D3 liquor permit to Frankie's Pizza, <br />Incorporated, 4641 Great Northern Boulevard, until such time as safety standards <br />have been met. Assistant Fire Chief Roger Osterhouse has enumerated violations <br />of over-crowding, lack of proper exits and emergency lighting as well as total dis- <br />regard for fire safety. Motion was seconded by Mr. Lackey and unanimously approved. <br />D3 liquor permit denied. <br />2) Moved Council have no objection to the issuance of an F2 liquor permit for <br />West shore Preschool for Exceptional Children, Incorporated, 30106 Lorain Road, <br />for an event to be held on Friday, September 25th, second by Mr. Lackey, unani- <br />mously approved. <br />3) Moved Council have no objection to the transfer of a C1, C2 and D6 liquor <br />permit from Lawson Company, 29603 Lorain Road to R. John Boettler, Jr., dba <br />Dairy. Mart 5-4702, 29603 Lorain Road, second by Mr. Lackey, unanimously approved. <br />4) Moved Council have no objection to the transfer of a C1, C2 and D6 liquor <br />permit from Golden Stores, Incorporated, dba Dairy Mart, 23609 Lorain Road, to <br />Randall Hoover, dba Da ry Mart 55829, 23609 Lorain Road, second by Mr. Lackey, <br />unanimously approved. <br />LEGISLATION: <br />Ordinance No. 87-60 introduced by Mayor Petrigac was given. its third reading. <br />An ordinance to amend Sections 1501.0101, 1501.0501, 1501.0502,.1501.1302 and <br />1501.2101 of the Codified Ordinances of the City of North Olmsted, Ohio, in <br />order to increase the municipal income tax rate from one percent to one and <br />three-fourths percent, and declaring an emergency. Mr. Wilamosky moved to table <br />Ordinance No. 87-60, second by Mr. Tallon, unanimously approved. Ordinance No. <br />87-60 tabled. <br />Resolution No. 87-61 introduced by Mayor Petrigac was given its third reading. <br />A resolution declaring the necessity of an election on the question of approving <br />the passage of an ordinance to amend Sections 1501..0101, 1501.0501, 1501.0502, <br />1501.1302 and 1501.2101 of the Codif ied Ordinances of the City of North Olmsted, <br />Ohio, in order to increase the municipal income tax rate from one percent to <br />one and three-fourths percent, and declaring an emergency. Mr. Wilamosky moved to <br />table Resolution No. 87-61, second by Mr. Tallon, unanimously approved. Resolu- <br />tion No. 87-61 tabled. <br />Ordinance No. 87-75 introduced by Mayor Petrigac was given. its third reading. An <br />ordinance providing for the submission to the electors of the City of North Olmsted. <br />of a proposed amendment to the Charter of the City of North Olmsted permitting the <br />Mayor to serve on a part-time basis on any Ohio State, County or Regional Board <br />or Commission, and declaring an emergency. Mr. Bohlmann. moved for adoption., second <br />by Mr. McKay. Roll call on motion: Affirmative vote: Bohlmann.,. Lackey, McKay, <br />Tallon. Negative vote: O'Grady, Wilamosky. 4 Aye - 2 Nay - Motion defeated; <br />requires 2/3's members concurring/five votes. <br />
