Council Minutes of 7/21/87 -2- <br />Finance Director Boyle reported: 1) Last week, closed the note sale for Lorain <br />Road east for 5.57; successful bidder was McDonald and Company. Met with John <br />Larson of Squire, Sanders and Dempsey and completed all paper work. <br />2) Contacted the County Budget Commission and State of Ohio and received the ex- <br />tension with respect to the passage of the budget and submission to the county. <br />As Director Boyle had advised council at the Public Hearing on the budget, he <br />would like to reiterate that there is a good possibility that the City will be <br />paying medicare on all existing employees as of the beginning of 1988, at an <br />approximate cost of $110,000. <br />3) With respect to the lottery, believes there is a big difference between the <br />original proposal for the lottery by Mr. Mottl, where you are paying the dollar <br />or fifty cents or whatever, and have the possibility of receiving some kind of <br />a refund, and the straight tax of 5~ proposed by Mayor Petrigac. Would remind <br />everyone that this is not a tax on the state; it is not a tax on the vendor - <br />although it could hurt the vendor; it is a tax on the person paying for the <br />ticket. He is the one who has to come up with the nickel and nobody else is <br />going to have to come up with it. The idea of not taxing through a machine <br />purchase is discriminatory. <br />Mr. Wilamosky, Chairman of Finance Committee yielded the floor to Mr. Bohlmann, <br />Finance Committee Member, so that he might give the following Finance Committee <br />report of the meeting held July 16th: Finance Committee met on July 16th with <br />Mayor Petrigac, Finance Director Boyle, Budget and Management Director Cunningham, <br />Council President Saringer, Councilmen Lackey, Tallon, O'Grady, McKay and Bohlmann <br />in attendance as well as interested residents. The topic of the evening was the <br />North Olmsted Proposed Income Tax. Committee discussed the tax plans proposed by <br />Mayor Petrigac, Councilman Lackey, Councilman O'Grady and Councilman Wilamosky. <br />Concensus was that Mr. O'Grady's plan: 1.67 tax with a 757 credit and 1.67 credit <br />limit, was probably the fairest tax. It was the understanding then that the city <br />would receive approximately $2,000,000 or more; since then that figure has been <br />revised to approximately $1,250,000. The one thing all of council and the ad- <br />ministration agreed upon was that a sizeable portion of any new tax would have to <br />be specifically targeted. Another Finance Committee will be held this week; with <br />Finance Director Boyle and Budget and Management Director Cunningham present at <br />that time, committee hopes to clear up any discrepancy between the amount of money <br />to be raised against percentage to be placed on the ballot. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />July 20th with a majority of members present as well as Mayor, President of Council, <br />Directors Boyle, Becker and Cunningham, and Councilmen Lackey and. O'Grady. <br />Committee discussed Ordinance No. 87-65 which provides for wages for hourly employees <br />of the Bus Line. Mayor advised these wages reflect the same hourly rate as other <br />RTA hourly employees within the RTA system. Committee has no objection and will <br />recommend suspension of rule requiring three readings to allow passage this evening. <br />2) Committee also discussed Ordinance No. 87-70 and recommends the following amend- <br />ment: title to read "as amended"; the word "part-time" to be inserted in Section 2, <br />Article (c), (d) and (f) in the same manner as it appears in Article (e), second <br />by Mr. Bohlmann, unanimously approved. Committee has no objection to Ordinance No. <br />87-70 as amended. <br />3) Committee discussed Ordinance No. 87-72 which is the Mayor's proposal with re- <br />spect to the lottery tax. After lengthy discussion, Finance Committee does not <br />recommend adoption and will be recommending suspension of the rule requiring three <br />readings to address this issue tonight and dispose of it this evening. <br />4) Committee also discussed Ordinance No. 87-64 which covers the administration's <br />estimated budget for 1988. Committee recommended a number of changes and they <br />have been made with the concurrence of the Budget and Management Director. <br />Committee has no objection to the legislation, with the recommended changes, and <br />will recommend adoption this evening. <br /> <br />
