Council Minutes of 6/2/87 <br />-7 - <br />LEGISLATION (cont'd): <br />Resolution No. 87-50 introduced by Mr. O'Grady was given its first reading. <br />A resolution authorizing the Director of Public Service to advertise for bids <br />for overhead traffic sign poles and foundations, and declaring an emergency. <br />Referred to Finance Committee. <br />Resolution No. 87-S1 introduced by Mr. Bohlmann on behalf of the Mayor. and the <br />entire Council was given its first reading. A resolution urging the Public <br />Utilities Commission of Ohio to deny any power rate increase requests attributable <br />to the Perry Nuclear Power Plant, and declaring an emergency. Mr. Bohlmann moved <br />for suspension of rule requiring three readings as well as referral to committee, <br />second by Mr. O'Grady. Mr. Rademaker stated that since such an issue would have <br />a pervasive affect on the community, he would recommend that it be placed in <br />committee for consideration; there are some statements in this legislation that <br />he does not understand; he feels council should be given additional information <br />in order to-act responsibly. Mr. Bohlmann withdrew his motion; Mr. O'Grady with- <br />drew his second. Resolution No. 87-51 referred to Legislation Committee. <br />Ordinance No. 87-52 introduced by Mr. Tallon was given its first reading. An <br />ordinance to transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 1987. Referred <br />to Finance Committee. <br />Miscellaneous business: <br />Mr. Wilamosky asked if the administration had posted the "no parking on the fire <br />hydrant side of street" signs on Bretton Ridge Drive. Mayor Petrigac responded <br />that the signs have not been posted as yet due to the fact that the city was out <br />of paper to make the signs and had to borrow sign making materials from Fairview. <br />As soon as the signs are finished, they will be installed. <br />Mr. Wilamosky also stated that he had discussed the posting of signs with Safety <br />Director Becker; some areas of the city have "no parking on fire hydrant side" <br />signs in only two or three places on a street while other streets seem to have <br />these signs posted on every telephone pole. One street in particular, Devon Drive, <br />seems to have an excess of parking signs - perhaps 25 to 28, more or less. Would <br />like the administration to determine what the proper distance is and advise council. <br />Mr. O'Grady asked if the city planned to put up swings and supply another net for <br />the tennis courts at Claque Road Park; there is only one net for two courts; <br />does not believe anything was done last year either. Mayor responded that some <br />equipment was installed last year; there is a very bad problem with vandalism. <br />Mr. O'Grady said he would appreciate the Mayor's looking into what will be done <br />this year, especially with the tennis courts. <br />Mr. O'Grady commented that there is a line item in the 1987 appropriation for the <br />completion of the West 231st Street Project; here it is, June; when will the bids <br />go out on this project? Please advise at the next council meeting. <br />Mr. Tallon reported that members of the BZD Committee and some members of Council <br />met with a couple of representatives from the Cuyahoga County Board of Health and <br />discussed the mosquito problem in the Bradley Woods area. Mr. Donald A. Somers, <br />R.S., Vector Control Coordinator, Division of Environmental Health, described the <br />different types of mosquitos, where they breed and the type of situations that <br />enhance their breeding. He was asked if there was a potential health hazard in <br />this area and he responded that as a general statement he would have to say it <br />was a potential health hazard but he would have to make that same statement about <br />any wooded area. Since 1963, there have been thirty-nine cases of encephalitis <br />in Cuyahoga County - six of them in North Olmsted, which included one case where <br />a North Olmsted child was infected outside of North Olmsted.
