Council Minutes of 4/21/87 <br />-3 - <br />Dorothy Hill, 5171 Porter Road, stated that the Mr.-Car Wash facility is <br />still in flagrant violation of the city ordinances. The facility does not <br />close at 10 P.M., lights are burning after 11 P.M.; there are no chains <br />placed across the bays; it is dirty and noisy. Why don't the city off icials <br />enforce the city ordinances? Safety Director Becker stated he would seek to <br />resolve the situation the first thing tomorrow morning; he had written a <br />letter to the owner of Mr. Car Wash on February 21st. <br />Mr. Robert Cygan, 26606 Sweetbriar Drive, added his complaints with respect to <br />the Mr. Car Wash facility. People come into his establishment Looking for change; <br />they have broken his windows; knocked the door off its hinges; thrown donuts at <br />his waitresses and abused them. He has been complaining about this situation on <br />and off for the Last 21 years. Biggest complaint is that the owner refuses to <br />leave money in the change machine because he is afraid of being robbed. To Mr. <br />Cygan's knowledge, Mr. Car Wash was robbed only once in 21 years and the thieves <br />were caught a block away so he has never lost a penny. Mr. Tallon urged the <br />administration to take prompt action in the enforcement of all city ordinances <br />pertaining to this facility. <br />Betsy Jack, Administrator of Division on Aging, introduced Louis Rothstein, Project <br />Director of the AARP Senior Employment Program, the Title Five Program, covering <br />western Cuyahoga County. Mr. Rothstein explained the. Senior Employment Program <br />in detail, including the procedure for hiring van drivers. <br />LEGISLATION: <br />Resolution No. 87-30 introduced by Mr. Tallon was given its second reading. A <br />resolution accepting for recording purposes only the Pebblebrook Subdivision re- <br />vised plat in the City of North Olmsted. <br />Resolution No. 87-31 introduced by Mr. Tallon was given its second reading. A <br />resolution declaring the intent of the Council of the City of.North Olmsted to <br />accept for dedication certain streets in Pheasants Walk Subdivision, and declar- <br />ing an emergency. Mr. Tallon moved for suspension of rule requiring three readings, <br />second by Mr. O'Grady, unanimously approved. Mr. Tallon moved for adoption, <br />second by Mr. O'Grady, unanimously approved. Resolution No. 87-31 adopted. <br />Resolution No. 87-32 introduced by the Mayor and the entire council was given its <br />second reading. A resolution commending the achievement of the Eagle Scout Award <br />in Boy Scouting. Jeffrey D. Dillon. <br />Resolution No. 87-33 introduced by the Mayor and the entire council was given its <br />second reading. A resolution commending the achievement of the Eagle Scout Award <br />in Boy Scouting. Eric E. Anderson. <br />Ordinance No. 87-34 introduced by Mr. O'Grady was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 1987. <br />Miscellaneous business: <br />Mr. McKay stated that he had been informed this evening that raw sewage was <br />backing up behind the residence at 28933 Tudor Drive -from there to Forest <br />Elementary School; requested the administration to check it out. Mr. Wilamosky <br />requested Director Noble to investigate and report back to him on the situation. <br />
