Council Minutes of 4/7./87 -4- <br />. Audience participation: <br />~,,, Earl Beck, 5409 Dorothy Drive, asked Law Director for an update on the Halleen <br />Truck Lot lighting problem. Mr. Gareau replied that he has contacted an expert <br />in Michigan who has agreed. to testify on behalf of the city; has also contacted <br />a lighting firm who has given an opinion on adapting the existing lighting to <br />make it more palatable and which would be consistent with what the initial expert <br />had indicated. City is attempting to get back into court to have a hearing; they <br />changed judges since the first litigation took place. <br />Charlotte Phillips, 27785 Southern Avenue, stated that an organization has been <br />formed, who wish to keep the North Olmsted Recreation Complex a viable institution, <br />and have adopted the name "POP", Preserve Our Pool. Hopes that the new increased <br />tax levy will be small and realistic, perhaps 1/2~ and the issue of money for roof <br />repairs, etc. at NORC will be included in a package presentation; also, that whatever <br />positive steps are taken to keep NORC operative will receive honest and concise <br />publicity. Organization POP is prepared to assist the administration in any way <br />it can. <br />Lois DeBrodt, 23141 Stoneybrook Drive, President of North Olmsted Community <br />Council announced that she has found volunteers to wire North Olmsted Park for <br />the homecoming festivities. <br />Linda Melda, 4286 Porter Road, asked what the present situation is with respect <br />to the Flagner property; has been complaining for five years; very little work is <br />being done at this time; no one comes out to inspect it. Mayor advised that the <br />Flagners have been given an April 30th deadline to bring the house up to code. <br />At that time, Building Department will make their inspection to report .if all <br />building requirements have been met. <br />Henry Reichle, 5654 Columbia Road, asked why the city gave the Flagners a permit <br />to build an addition to the home and did not insist that they repair the inside <br />of it after the fire. Law Director indicated that the city could not deny them <br />the permit for an addition and further could nat dictate in what order the work <br />was to be done; city is not responsible for giving them a permit because they did <br />not finish what they said they were going to do. <br />Betsy Jack, Administrator for the Divison on Aging, introduced Mrs. Ruth Love, <br />resident of North Olmsted, who was a candidate in the Ms Senior American Pageant. <br />Mrs. Love received the Inner Beauty Award. <br />LEGISLATION: <br />Resolution No. 87-22 introduced by Mayor Petrigac was given its third reading. <br />A resolution declaring the City of North Olmsted's intent to participate in <br />Bicentennial Celebrations of the Northwest Ordinance and the United States <br />Constitution. Mr. M cKay moved for adoption, second by Mr. Lackey, unanimously <br />approved. Resolution No. 87-22 adopted. <br />Ordinance No. 87-23 introduced by Mayor Petrigac was given its third reading. <br />An ordinance authorizing the Police Department to purchase a VARDA Unit to be <br />used for surveillance by the Police Department, and declaring an emergency. <br />Mr. O'Grady moved for adoption, second by Mr. Wilamosky, unanimously approved. <br />~, Ordinance No. 87-23 adopted. <br />Ordinance No. 87-24 introduced by Mayor Petrigac was given its third reading. <br />An ordinance for the resurfacing and repair of Columbia Road from approximately <br />0.23 miles south of Butternut Ridge Road to Lorain Road, in the City of North <br />Olmsted, a distance of 1.87 miles more or less.
