<br />f ~ <br />Council Minutes of 1./6/8.7 <br />-2- <br />5) With respect to the pending Hal.leen Case, Mr. Gareau has some problems in <br />getting alighting expert. Received a phone call last evening reporting that <br />Halleen's had turned the lights back on; an answer has been filed; city is <br />prepared to go back into court and ask for a temporary restraining order. <br />With a new judge involved, with trying to find a lighting expert, nothing is <br />in line at this point; hopes to have something. positive to report in the <br />next month or so. Feels the area residents have a substantial complaint that <br />must be addressed. Has received a sample ordinance from Councilman Tallon <br />which deals with light or glare pollution; will be looking to have legislation <br />enacted in the near future. <br />Finance Director Boyle reported: 1) Ohio Citizens' Bank of Toledo has advised <br />that West Shore Cable has paid off its Industrial Revenue Bonds, obtained <br />through North Olmsted's CIC and council. The new owners paid these off as of <br />January 1st; will probably require some legislation later on since the City <br />of North Olmsted stood behind the debt. <br />2) Has discussed with Representative Petro some legislation passed back in <br />November, before he took office, which could possibly allow cities to enter <br />into a deposit similar to what the state has under Withrow; would like some <br />information to enhance, if not the City of North Olmsted, at least some of <br />the small business development within the city. Also, discussed the early <br />retirement bill that passed in November; had a few questions on whether portions <br />of it were mandatory or not and how it would affect city. employees. <br />3) On January 2nd, representative of Arthur Young observed the inventories in <br />the Service Garage and Recreation; she will be back tomorrow to observe the <br />Bus Line. Both Service and Recreation inventories were done properly; the <br />figures that were shown are reflected in the actual inventories. There was a <br />problem last year and due to the death of Al Cepek, Tim Demaline is in charge <br />of the Service Department inventory this year. Tom took it over, put the <br />entire inventory together, which had never been done before, and everything he <br />said was there, was there; every value was correct; every extension was correct. <br />He did an excellent job in a very short time. <br />Mr. Rademaker, Chairman Transportation Committee reported: 1) Committee met <br />earlier this evening with respect to Resolution No. 86-128. and Resolution No. <br />86-129. Resolution No. 86-129 asks that a political subdivision, the size of <br />North Olmsted, be able to receive funding for a transit system; committee <br />urges adoption of this resolution. <br />2) Resolution No. 86-128, adopting the North Olmsted Transportation Study Plan, <br />was also discussed; discussion centered around finances. Some concern was <br />raised by Mr. McKay, Mr. O'Grady and Mr. Wilamosky with regard to funding these <br />projects before funding the streets that are presently in need of repair. It <br />was resolved that this legislation merely urges and encourages the city to work <br />toward adopting projects in the future but does not necessarily recommend funding <br />of the projects. In fact, the resolution indicates that council recognizes <br />that additional legislation would have to be adopted in the future to fund the <br />projects. Therefore, committee does recommend adoption of Resolution No. 86-128 <br />with the proviso that there is no recommendation for funding -just that council <br />recognizes a need for the projects at some future date. <br />Audience participation.: <br />~, Mr. Angelo Skoulis, 24732 Mitchell Drive, discussed a letter from Great Northern <br />Development Corporation, stating their intention to request the Ohio Department <br />of Transporation to allow a curb cut from their corporate headquarters on Brook- <br />park Road and requesting the city's. support in this request.
