~' Council Minutes of 1/6/87 -5- <br />Mr. Tallon asked if the Service Department was not qualified to find a short.; <br />~'"~' does it not do these type of repair jobs; if not, then there is a problem in <br />the Service Department which needs to be corrected; does not believe the entire <br />Fire Department needs to be called to check out a string of lights; it is <br />minor electrical work. Service Director Noble stated that nowhere in the <br />Memorandum of Understanding is there a classif ication of "electrician"; the <br />Service Department does not do any electrical work on the site; there is no <br />qualified electrician in the Service Department. The electrical inspector, <br />in the Building Department, was not available at the time the Mayor made the <br />decision to call the Fire Department. <br />Mr. Logan requested the administration to check the records of council with <br />respect to a BZD Committee meeting held in 1979/80 regarding a written agree- <br />ment with the owners of Zayre's to the effect that as soon as a curb cut <br />was allowed on Brookpark Road, Zayre's would remove the big "Zayre's" sign <br />above their store. Mr. Logan submitted the letter to the Building Department; <br />believes Zayre's has six months to remove the sign. <br />Mr. Rademaker noted that the minutes of the council meeting of December 16th <br />reported that Finance Director Boyle had been requested to attend a County <br />Commissioners Meeting to testify on the impact of federal revenue sharing cuts <br />on local economies. Did he attend this December 12th meeting? Finance Director <br />replied that Mayor Petrigac had requested him to attend on Thursday; since the <br />meeting was the next day, it was too late for him to make arrangements to do so. <br />Mr. Rademaker asked for an explanation with respect to Ordinance No. 86-118, <br />passed by council and vetoed by the Mayor. Council did not take a vote on <br />over-riding the veto; under council rules, there was just a motion by Mr. Wilamosky <br />to reconsider the vote of the prior meeting. Law Director Gareau advised that <br />Mr. Wilamosky's motion was to reconsider the ordinance, as the Charter provides. <br />Since this motion carried, the legislation was then voted on all over again and <br />was passed. Mr. Wilamosky noted that the transcript will reflect that there <br />were two motions: one to concur with the requirements of the Charter to reconsider <br />the ordinance and two, to then physically move to vote on the legislation. <br />Mr. Rademaker congratulated the Mayor on being named in Cleveland Magazine as <br />one of the areas 1987 most interesting persons. <br />Mr. Lackey stated that he attended a seminar in December where the question of <br />revenue funds, state funds, Community Block Grant Program, and self-insurance <br />was discussed. Has all that information available if anyone is interested. <br />Mr. Wilamosky asked the Clerk not to place Ordinance No. 86-136 on the agenda <br />until the Finance Committee had an opportunity to review it in committee. <br />President Saringer asked the Finance Committee to also discuss a communication <br />from the Mayor in regard to self-insurance; there is a fee of $500. <br />President Saringer asked Councilman Logan to discuss the letter from Planning <br />Commission with respect to a proposed charter amendment which they discussed <br />at their December 9th meeting. Also, please discuss the rules of council at <br />the Legislative Committee meeting .for up-dating. <br />y«, <br /> <br />
