I <br />Council Minutes of 11/15/88 -2- <br />Mayor Petrigac reported: 1) Has furnished council with a proposed procedure for <br />applying for Issue Two money; Mary Boyle stressed the importance of timing; <br />would appreciate it if council, by motion, accept a Five. Year Capital Improvement <br />Plan and also. designate one or two projects so engineering can begin. <br />2) Administration met with representative from Metro Ten Cablevision to discuss a <br />plan they would like to offer to North Olmsted residents; Cablevision does not <br />have an exclusive. contract so Mayor will be scheduling an organizational meeting <br />with the Cable Advisory Board, the first part of 1989, at which time Metro Ten <br />will be invited to address council and discuss their. offer. <br />3) Met with Madeline Brookshire to discuss formation of a committee to monitor <br />development of the Crocker Road Extension. This was a suggestion made by NOACA <br />representative, Frank Sherkow. Mrs. Brookshire presented a list of nine or ten <br />people she felt might want to serve on this committee, people who represent all <br />the streets that will be impacted by the extension. <br />4) This week, a letter will be sent to Mayor Gaul pertaining to the Fairview <br />sewer agreeunent and a new contract.. <br />5) At the last council meeting, a resident indicated that a city official had <br />said "I don't have any trees to speak of; I don't need leaf pickup". Would like <br />the record to show that the person who made this remark was from the previous <br />administration - not a member of the present administration. <br />6) Received the audit report from EPA regarding the city's grant; the report dis- <br />closed eight internal control weaknesses. Copy of report was given to Finance <br />Director, Chairman of Finance Committee and President of Council; City has a <br />30 day deadline to correct. <br />7) RTA Board has approved contract with Greater Cleveland RTA and the City of North <br />Olmsted; ordinance is being introduced this evening; would appreciate council's <br />immediate attention so the contract can be implemented. <br />8) Spoke with Greater Cleveland Ecology as Mr. Reis suggested at the last meeting. <br />Their major concern is compost piles since everyone is running out of landfill <br />areas for leaves and grass clippings. Will be receiving some information from <br />them and hopes to be able to come back to council with some suggestions. Has also <br />been given some information from Harry Crider with respect to biodegradable bags <br />and will look into that also. <br />9) Discussed a section of Columbia Road where many accidents have occurred, in- <br />cluding another fatality last week; `has asked the Police Department to compile <br />the figures on the number of accidents in. this area. Has talked with represent- <br />atives from the Ohio Department of Transportation who have made some suggestions <br />that the administration will look into. <br />Mr. Wilamosky referred to the first item of the Mayor's report and ,asked how the <br />administration proposed to fund the engineering for .the projects. she is asking <br />the council to approve. Mayor Petrigac responded that until council indicated <br />which projects they would prioritize, the cost of engineering could n.at be com- <br />puted. As soon as council decides on th,e projects, the engineering costs can <br />be determined and .the administration will indicate where the money will come <br />from. <br />With respect to .the high accident area on Columbia Road, Mr. McKay suggested <br />that guard rails be erected. Mayor responded that she would be glad to walk <br />this area with Mr. McKay and show him fhe handicaps to installing guard rails. <br />Mr. Tallon referred to the first item of the Mayor's report and asked if the <br />administration would go out for bids on .the engineering far these projects. <br />Mayor responded. that if it could be done within the time frame, she would def- <br />initely go out for bids;. has tried to make. it a policy to go out for bids on <br />everything; also, many items that do not have to go to .the Board of Control, <br />she has also established a policy of taking to the Board of Control. <br />~,«~.~~., ._ ._ .t_. <br />
