<br />2) The county has promised to have the ordinance on city property tax rates
<br />available for the December 6th meeting. This must be passed at this meeting;
<br />copies will go out to council, especially the Finance Committee, as soon as
<br />possible. While the Finance Director has given council preliminary figures,
<br />these will be the final figures for the Budget Commission. This is the same
<br />scenario they go through every year:. theoretically the legislation should be
<br />passed in August but the county can't get it's act together in time and so
<br />they get an extention and get it to North Olmsted at the last minute.
<br />3) Due to the closing of the Rec Center pool, reimbursements had to be made to
<br />a lot of people - approximately 250 people. Checks have been cut and were
<br />forwarded to the Recreation Department today. They will mail.them out with
<br />some sort of enclosure from the Rec Complex.
<br />4) As reported by Mayor Petrigac, a letter was received from the USEPA who is
<br />our cognizant agent. Under the Single Audit Act, any city receiving x amount
<br />of dollars from the federal government must submit its annual audits to the
<br />federal agency which gave them the most. money. In 1986, it was the USEPA because
<br />of the sewer agreement. Their letter, dated. November 4th, was received by
<br />Finance Director today; they accepted the audit and give the.city 30 days to
<br />respond to some questions. Of the eight points., three had to do with having
<br />two signatures on purchase orders; they requested copies of Ordinance No. 87-74
<br />whereby council did provide for this. Has responded to their letter and
<br />has included copy of Ordinance No. 87-74 as requested; council will also be
<br />copied with Finance Director's response.
<br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported:
<br />1) Safety Committee met to discuss Resolution No. 88-121, authorizing the Mayor
<br />to enter into a contract with the Cuyahoga County General health District for
<br />the year 1989. Committee has no objection and will recommend approval.
<br />2) Moved council have no objection to the issuance of a new C2 carry-out permit
<br />for James H. and Dahris H. Wessel, dba Oak Tree Country Cottage, 30710 Lorain
<br />Road, second by Mrs. Bahas. Discussion ensued over .the fact that Christ the
<br />King Ch~srch.was across the street from this establishment and within the 500 foot
<br />restriction. Roll call on motion: Negative vote: Bahas, Boehmer, Bohlmann, McKay,
<br />O'Grady, Tallon, Wilamosky. 7 Nays - Motion failed.
<br />3) Moved council have no objection to the issuannce of anew Cl and C2 permit for
<br />Sohio Oil Company, dba On The Way Mini Market, 23425 Lorain. Road, second by Mx.
<br />Tallon. Roll call on motion: Affirmative vote: .Bahas, Boehmer, Bohlmann, O'Grady,
<br />Tallon, Wilamosky. Negative vote: McKay. 6 Aye - 1 Nay - Motion carried.
<br />4) Moved council have no objection to the issuance of a new Cl permit for Sohio
<br />Oil Company, dba On The Way Mini Market, 25295 Lorain Road, second by Mr. Tallon.
<br />Roll call on motion: Affirmative vote: Bahas, Boehmer, Bohlmann, O'Grady, Tallon,
<br />Wilamosky. Negative vote: McKay. 6 Aye - 1 Nay -Motion carried.
<br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee
<br />as well as Recreation, Public Parks and Buildings Committee reported:
<br />1) Moved council re-appoint Mr. Fred E. Hatton to serve on the Department of
<br />Human Resources Advisory Board for the term January 1, 1989, to December 31, 1993,
<br />second by Mr. Wilamosky, unanimously approved.
<br />Audience participation:
<br />Sharon Dankowski, representing the Country Club Condominium Association, presented
<br />a petition with over 200 signatures asking council to consider the repairing and
<br />repaving of Country Club Boulevard.
