r <br />Council Minutes of 7/19/88 <br />-3 - <br />b. Ohio Bell Telephone Company, proposal for an outside phone <br />location - a drive-up phone in the parking lot at 23150 Lorain Road. Building <br />Commissioner Conway presented the proposal for the drive-up phone to be located <br />in the landscaped area of the parking lot; approved by Planning Commission; <br />BZD Committee has no objection. Mr. Tallon moved council approve the proposal <br />for an outside phone to be located as described above, second by Mr. O'Grady, <br />unanimously approved. Mr. Tallon added the information that since Ohio Bell seems <br />to be interest in placing this type. of phone in North Olmsted, Mr. Conway was <br />asked to contact them and find out if they would be interested in installing a <br />pay phone of this type at 1480 and Clague as well as at 1480 and Stearns. <br />2) The following subdivion proposal, presented by the Acting Engineer, was then <br />considered; Berard Development Company, preliminary plan known as Cambridge Crossing <br />Estates, proposal to subdivide and create eighty-one residential sublots. Approved <br />by ARB and Planning Commission as well as BZD Committee with .the builder's compliance <br />with the following: Developer agreed to bear a portion, if not all, of the cost of <br />signalization at the intersection of Dorchester and Stearns Road; developer stated <br />he would be willing to look into it and see if it is feasible to have a Light at <br />this point. Secondly, no occupancy permits will be issued until completion of the <br />water line connecting the water line loop from Cook Road; developer agreed with <br />this because it dovetails with his development and he will not be putting any <br />houses in until approximately the .same time the water line would be completed. <br />BZD Committee also feels they have. completely complied with Ordinance No. 79-139 <br />which covers major and minor subdivisions; therefore, Mr. Tallon moved council <br />approve the Berard Development Company proposal as described above, second by <br />Mr. O'Grady. Roll call on motion.: Affirmative vote: Bahas, McKay, O'Grady, <br />Tallon. Negative vote: Boehmer, Bohlmann, Wilamosky. 4 Aye r 3 Nay - Motion carried. <br />3) Committee also reviewed Ordinance No. 88-75, new rezoning classifications of <br />office buildings only; will continue. to discuss this ordinance before placing it <br />on the agenda for third reading. <br />Mr. Wilamosky; Chairman Finance Committee reported: 1) Finance Committee met on <br />July 12th; discussed Ordinance No. 88-88 which provides for funding of $85,000 <br />for police vehicles; committee has no objection. <br />2) Committee discussed Ordinance No. 88-85 which is an inter-fund transfer for <br />the Treatment Plant Fund which provides for a transfer from Carbon to Systems - <br />Vehicle Operating Cost; committee has no objection. <br />3) Committee discussed the development of an income tax issue to generate .additional <br />revenue to address capital needs. Will be announcing a joint Finance/Council-as-a- <br />Who1e Committee Meeting to discuss further. <br />Letters and communications: <br />Clerk of Council reported receipt of a referendum petition which will be circu- <br />lated throughout the city and orders that Ordinance No. 88-80 be submitted to <br />the electors at the regular election to be held on November 8, 1988. <br />Finance Director Boyle commented that there was some question as to who should <br />receive the petitions - the Clerk of Council or the Treasurer, which is a position <br />he holds by virtue of the Charter of the City of North Olmsted. It was decided <br />that whoever did receive the petitions would immediately advise the other so both <br />wQUlc~ be aware that they were properly handled. <br />.. - ~Yf.'FY' T".a~_A Ewa,.::.. <br />
