~ ~ Council Minutes of 7/19/88 <br />-4- <br />Audience. participation: <br />'~ Madeline Brookshire, 5140 Hampton Drive, stated that she had consulted an attorney <br />"'~` who advised her that the Charter of North Olmsted takes precedent over the Ohio <br />Revised Code and according.to the Charter, the Clerk of Council was the proper <br />person designated to receive the petition. Mrs. Brookshire asked if the city had <br />ever applied for a federal grant to pay 757 of the cost of a $240,000 state of the <br />art traffic computer system for traffic control as described in a Chronicle <br />Telegram news item on December 27, 1984. Mayor Petrigac responded that to the <br />best of her knowledge, in the 2~ years she has been mayor, such a grant has not <br />been applied for. <br />Gemma Szabo, 30837 Bradley Road, again spoke about the very poor water pressure <br />in her home; is concerned about new developments making it even worse; feels it <br />is a health hazard now. Mayor advised that she has asked that no building permits <br />be issued until the water lines are completed on Cook and Porter Roads; cannot <br />tell Olmsted Township what to do however. Mr. Wilamosky requested that the Mayor <br />contact the County Engineers who studied the Cook and Porter Road water lines <br />and ask for some documentation to prove that the new water lines will relieve the <br />city's water pressure problems; Mayor responded that she would be happy to give <br />them a call and get their figures. Water pressure problems and treatment of waste <br />water from Olmsted Falls continued to be discussed. <br />Pat Wheeler, 5154 Hampton Drive, discussed the Crocker/Stearns Extension; is con- <br />cerned about the formation of a citizens advisory committee; has council or the <br />Long Range Planning Committee of Council made any headway in planning the road; <br />has there been. any application for funding? President Saringer advised that it <br />is much too early for anything like this since the actual study will take from <br />five to seven years. <br />Kay Dorazio, 4610 Porter Road, on behalf of the Porter Road residents thanked <br />council for approving the consent ordinance for the Crocker/Stearns Extension; <br />has formed a group called "Save Our Streets" to support this issue if it goes <br />on the ballot. <br />Lillian Kordish, 28541 Alden Drive, discussed the sale of furniture on open <br />parking lots; feels legislation should be passed to prohibit such sales. <br />Roy Garland, 4576 Camellia, stated that the Ohio legislature had passed legis- <br />lation restricting itinerate sales people from selling their wares in such <br />places as parking lots without being heavily bonded; will look up the specific <br />legislation and get it to council .tomorrow. Had assumed that these people were <br />obtaining permits in North Olmsted according to this new state law; does not <br />think a local ordinance is necessary to control such sales. With respect to <br />the water pressure in North Olmsted, Mr. Garland feels that the present <br />water tower needs to be raised twenty feet and increased thirty percent or build <br />another water tower at the west end of town. <br />LEGISLATION: <br />Ordinance. No. 88-79 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance providing for the hiring of Zoning Consultant Robert C. Hill for the <br />purpose of reviewing the existing Zoning Code of the City of North Olmsted for the <br />purpose of making recommendtions regarding proposed changes and directing the <br />"`' Mayor to execute the contract for same on behalf of the City of North Olmsted, and <br />''~'` declaring an emergency. Mr. Wilamosky moved for adoption., second by Mr. Tallon. <br />Aff irmative vote: Bahas, McKay, O`Grady, Tallon, Wilamosky. Negative vote: Bohlmann, <br />Boehmer. 5 Aye - 2 Nay - Motion carried. .Ordinance No. 88-79 adopted.
