Council Minutes of 7/5/88 <br />-3- <br />c. Honors Hotel, Great Northern Corporate Center, proposal to <br />construct a hotel in mixed-use district. Approved by Planning Commission and <br />ARB; after lengthy discussion, including traffic impact on Great Northern <br />Boulevard, BZD Committee concurs by a vote of two to one. Mr. Tallon moved <br />council approve the above proposal presented by the Honors Hotel, second by <br />Mr. O'Grady. <br />Mr. Bohlmann advised council that his was the dissenting vote on the BZD Committee's <br />recommendation of approval of the Honors Hotel proposal. He cited a report from <br />Captain Krynak, North Olmsted Police Department, stating that Great Northern/Country <br />Club Boulevard is currently and for the past three years has been the Number One lo- <br />cation in the city for injury accidents. An engineering study of this intersection <br />has been done by Traff-Pro and should be available very soon. Captain Krynak feels <br />this should be examined before a final decision on the proposal is made. Mr. Bohlmann <br />concurs; would like to wait for Traff-Pro's report. Further discussion. of the <br />traffic problems in this area continued. <br />Roll call on Mr. Tallon's motion to approve the Honors Hotel proposal to con- <br />struct a hotel in mixed-use district: Affirmative vote: Boehmer, McKay, O'Grady, <br />Tallon. Negative vote: Bahas, Bohlmann, Wilamosky. 4 Aye - 3 Nay - Motion carried. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />June 28th with majority of members present as well as Mayor Petrigac, Directors <br />Cunningham and Boyle, President Saringer and Councilwoman Bahas in attendance. <br />Committee discussed the administration's .estimated budget for 1989. The two <br />most significant items were the administration's estimate revenue for general <br />property tax, $2,287,000 - up $625,000 from the 1988 estimate and income taxes, <br />$4,100,000 - up $250,000 from 1988. All other expenditure items are basically in- <br />creased by approximately 5~; the estimate also reflects the administration's <br />recommendation to transfer $350,000 from the General Fund to Recreation; a line <br />item within Service, for $215,800, is titled "Capital Outlay" and primarily ear- <br />marked for street repair and rehabilitation. A good portion of that $215,800 may <br />have to be used to pay off costs of the judgment rendered against the city in <br />Civil Action No. C82-3089 as covered in Ordinance No. 8$-87. <br />2) Committee very briefly discussed the preparation of an income tax ballot issue <br />for the November election to raise additional revenues; requested Finance Director <br />Boyle to look into the ballot language. <br />President Saringer commented that the Fourth of July fireworks were very well <br />attended and thanked the Biskind Development Company and other Great Northern <br />merchants for their additional contributions to make the evening a success. <br />Letters and Communications: <br />Acting Clerk Boyle announced receipt of a petition signed by fifty-two Berkshire <br />residents supporting the extension of Crocker Road from Center Ridge Road to Lorain <br />Road. <br />Audience participation: <br />Madeline Brookshire, 5140 Hampton. Drive, discussed Ordinance No. 88-80; was advised <br />it was on second reading this evening. and will be on for third reading at a Special <br />Council Meeting to be held tomorrow evening.
