Council Minutes of 6/7/88 <br />-4- <br />meet with Director Noble, jointly with the Streets and Drainage Committee, to <br />get a better understanding of the projects and the actual costs. <br />3) Mayor Petrigac also advised the committee that she wished to continue to <br />contract with Michael Benza and Associates for a continuing, part-time con- <br />sulting service for the Engineering Department; the existing contract is <br />costing the city approximately $44,000; feels this would be equivalent to <br />paying a full-time engineer $35,000 annually, plus benefits; would like to <br />again look at the possibility of bringing on board a full-time city engineer. <br />4) Finance Director Boyle discussed the need to create a separate fund to deal <br />with the revenue and expenses of the license tax monies, both the city's and <br />county's portion. Ordinance No. 88-63 will basically handle this account. <br />Ordinance No. 88-72, also on tonight's agenda, will move the monies previously <br />appropriated within the Street Maintenance fund to handle the license tax <br />fees, into a separate license plate tax fund and accomplish what needs to be <br />done. <br />5) Director Cunningham discussed his interest in putting together a self-funding <br />hospitalization program. The city currently has four different types of in- <br />surance units; Director Cunningham would like to bring in a self-funding program <br />to cover hospitalization, utilizing Blue Cross only as an adminstrator to re- <br />view claims, verify their validity and advise the city how much insurance to pay. <br />Committee asked if information was. available as to the total number of claim <br />dollars expended by Blue Cross in 1987 in order to get a better understanding of <br />how much this is going to cost. This information was not available; Director <br />Cunningham will be compiling some figures for later discussion. Committee did <br />discuss the recent increase in hospitalization costs; will have to look at an <br />increase of approximately $100,000 or more for hospitalization in all funds - <br />$50,000 from the General Fund alone. This will all be discussed in the near <br />future and will be reported out at that time. <br />Letters and communications: <br />Clerk of Council reported receipt of a notification from the Ohio Department of <br />Liquor Control advising that all state permits to sell alcoholic beverages in <br />Ohio expire on October 1, 1988; every permit holder has to file a renewal <br />application. Has ref erred. the letter and the computer printout of current <br />license holders to Detective Mason for further study. <br />President Saringer announced receipt of a communication from County Commissioner <br />Mary Boyle who plans to testify at a PUCO public hearing on Thursday, June 23rd, <br />at 1:30 P.M., Lausche State Office Building; encourages a strong showing of <br />consumers; everyone is invited to attend. <br />Audience participation: <br />Service Director Noble informed council that when job interviews were being con- <br />ducted for a City Engineer, only two applicants would accept the position for a <br />salary less than $40,000; both of the applicants had been terminated from their <br />previous city positions. If the city could hire a.consultant for $35,000, it <br />would cost $18,000 to $20,000 more in benefits, covering PERS, medical, etc. <br />Mr. Tom Morgan, 5270 Victoria Lane, Chairman of the Planning Commission, and <br />Mr. Brian Gorris, 25845 Butternut Ridge Road, jointly addressed council with <br />respect to development of land within North Olmsted without the public having <br />an opportunity to address council and make their concerns known. The concern <br />is that the electorate is being denied its right to vote on certain issues in <br />the City. Is speaking about Developers Diversified in particular, who have <br />come before the Planning Commission with a number of different proposals - <br />all of which were turned down as improper or for not meeting the zoning codes. <br />Berard Development is now coming in with an 81 lot development and have hired <br />one of the most prestigious Cleveland law firms to represent their interests. <br />Feel the North Olmsted residents have not been informed of the situation and <br />are being denied their rights to have control over the city's development. <br /> <br />
