~ ". <br />Council Minutes of 6/7/88 _~_ <br />to the funding that council had provided. Ordinance No. 88-73 basically pro- <br />vides the funding for the part-time employee in the Finance Department that <br />the administration has dispensed with. Would certainly hope that this was <br />not a prejudicial judgment made because of the conflict between the Finance <br />Department and the Mayor's office - retaining the employee in the Building De- <br />partment and firing the employee in the Finance Department. Asked Mayor <br />Petrigac if the employee who worked part-time in Finance Department has been <br />told that his services are no longer needed. <br />Mayor Petrigac stated that she was not consulted and did not even see Ordin- <br />ance No. 88-73 until this evening, even though this legislation deals with <br />her office. Secondly, earlier this year she had to make same difficult de- <br />cisions in trying to balance the budget. She therefore suggested that all <br />part-time personnel be dismissed in June. She even no longer funded the <br />position of Administrative Assistant. One of the areas where help is desper- <br />ately needed is in the Building Department; another area is help with the <br />weed problems. Has been working with the Budget and Management Director to <br />juggle some money around to fund these two positions. While making no bones <br />about the fact that there is conflict between the Finance Department and the <br />administration, she takes exception to the remark that it is this conflict <br />that has been used against a part-time employee. <br />Mr. Wilamosky responded that the Mayor had not answered his question. Has <br />the Finance Department employee been terminated? Has the Building Department <br />employee been retained? What is the administration doing with the additional <br />dollars that were funded in the Service Department, Labor, line items for <br />overtime and part-time help? Pointed out that the "weed" person has historically <br />been funded from the additional dollars in "part-time help", which is also <br />classified as "over-time"; the Mayor should not try to disguise this issue. <br />The Finance Department is minus one person due to the birth of a child; even <br />though they are short-handed, the Mayor is continuing to pursue the elimination <br />of apart-time employee who is providing valuable assistance in this department; <br />thinks this action is unconscionable. <br />Mayor Petrigac responded that since Mr. Wilamosky had not talked with her, he <br />had no idea of who or where she was going to be funding. people. Also, Finance <br />Director Boyle had forwarded a memo stating that he was hiring someone for <br />the secretarial position, so that department is not short-handed. <br />Mr. Wilamosky again asked the Mayor if she advised the part-time employee in <br />the Finance Department if, after a specific date, within the next week, he <br />was no longer going to be an employee of the city. Mayor Petrigac indicated <br />that she had advised the employee that it did not look like he would be kept <br />on, however, she was investigating the possibility of trying to find funding <br />to keep him on the payroll; she has not had a chance to get back to him; he <br />is on the payroll until either this Friday or next Friday. <br />President Saringer directed the Clerk of Council to continue with the legis- <br />lation. Finance Director asked that the Mayor answer the question as to whether <br />the employee was or was not laid off as of Friday; feels he has the right to <br />know if he is out of a job. Mr. Wilamosky again asked the Mayor to answer <br />his questions. President Saringer ruled Finance Director and Councilman Wilamosky <br />out of order; directed the Clerk to proceed with the legislation. <br />Mr. Bohlmann challenged the ruling of the chair, second by Mr. Tallon, unani- <br />mously approved. President Saringer asked the Mayor to answer the question. <br />Mayor Petrigac stated, "the answer is yes". <br /> <br />
