Council Minutes of 4/19/88 _2_
Mayor Petrigac reported: 1) North Olmsted Park will be sprayed for dandelions;
closed all day Wednesday and until noon on Thursday.
2) House Bill 592 passed the House on March 2nd and is currently being heard by
a subcommittee in the Senate. The bill attempts to solve the solid waste dis-
posal problem within the State of Ohio. While they are looking at a county-
wide program, many mayors feel it will not meet the individual community's needs.
The six con-munities that make up the Council of Governments are looking into a
program to recycle garbage and turn it into energy. Mayors Martin and Clough
will be travelling to Minnesota to inspect a plant there. A11 six mayors have
been meeting with different consulting firms over the last six months or so.
3) The administration is reviewing vacation/sick leave policy with some possible
suggested changes to be brought to Council.
4) North Olmsted will participate in National Transit Appreciation Day on May 18th.
5) Lucy Talbot is on her way to Atlantic City as an entrant in the Mrs. Senior
Citizen, USA, Contest; she is Ohio's representative.
6) Would remind Council that it is not too late to donate an item to the Senior
Center to be auctioned off on the 30th.
7) Mr. Gentile is replacing Mr. Ma at RITA; while regretting his departure, is
looking forward to working with the new director.
Law Director Gareau reported: 1) Attended a pre-trial conference this morning
with Diversified Developers relative to a pending zoning question. Has agreed
not to have another pre-trial in the case until September and Judge has agreed
to this proposition. Mr. Gareau was accompanied by Ron Spencer, North Olmsted
High School student, who "shadowed" him for the day. Also, took Mr. Spencer
to Rocky River Court and had him "shadow" Prosecutor Don Albenze. Feels it was
a very interesting day for this young man. who thinks he might like to become a
lawyer.
2) With respect to the Newman Case, the Bus Line employee who has appealed his
discharge, he has appealed to the Court of Appeals; City was successful in the
lower court.
3) Law Director Gareau and Assistant Law Director Dubelko will travel to
Cincinnati on May 1st to argue the Cooper Case before the Sixth Circuit Court.
4) In the past several months, there has been a great deal of controversy about
the Lauren Hill Development. Law Director has ruled, on two separate occasions,
to uphold the Building Commissioner's decisions. Darril Pattison, member of the
Architectural Review Board, has found fault with the decisions and the rulings
by the Law Director. Mr. Gareau. has a great deal of respect for Building
Commissioner Conway; he really knows the code; his decisions were properly made.
If council has any question about what Mr. Pattison said to the media, what he
has said at meetings, and would like to hear Mr. Gareau's side of the issue,
he would be more than happy to explain.
Finance Director Boyle reported: 1) Has been attending classes this week at
Cleveland State on Economic Development.
2) North Olmsted received its first cheek from the State of Ohio for the $5.00
auto registrl~tion fees. The county also had added $S.OO,and North Olmsted re-
ceives a part of that. The check, for January and February, was $35,696.22:
$11,898 was the part from the county's levy; $23,797 was from North Olmsted's
$5.00.
2) Has received the first donation toward the tree fund which will provide for
tree planting in the park and on other city land. The funds will be kept track
of separately, within the General Fund; it will have its own line item.
