Council Minutes of 4/19/88 _3- <br />3) About once a year, the State Treasurer lists unclaimed funds and North Olmsted <br />applies for them. This year, the city received $114.50 from a check to one of <br />its vendors. <br />4) Mr. Tony Gentile, from University Heights, is the new head of Regional Income <br />Tax Agency. One of Mr. Ma's last efforts was looking into the possibility of <br />penetrating the Columbus market. Columbus collects taxes for a few of the surround- <br />ing cities and complaints have been made about their service. North Olmsted has <br />now hired a consultant in this area. Will possibly be adding one or two cities, <br />before the end of June, on a contractural basis as opposed to being members of <br />the Council of Governments. This should reduce the cost of collections. <br />In response to President Saringer's questions, Finance Director Boyle advised that <br />$23,797, of the $35,696.22 received, was directly attributable to the $5.00 fee <br />by North Olmsted and will be received on a monthly basis in the near future. <br />In response to Mr. Wilamosky question regarding the projected amount to be re- <br />ceived over the year, Finance Director Boyle responded that he believes it will <br />be around $180,000 but there is a good chance it could top $200,000. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met, <br />and also met jointly with the Streets and Drainage Committee, on April 12th. <br />The joint meeting dealt primarily with the Deerfield Subdivision area's flooding <br />problems. Four years ago, storm water restricters, better known as Hydrobrakes, <br />were installed at various catch basins.. This was Phase I of a two phase project; <br />Phase II called for underground retention. Service Department projects a cost <br />of $65,000 for the installation of two underground retention tanks and installa- <br />tion of a couple of more Hydrobrakes. Discussion ensued with respect to funding, <br />Mayor had indicated receipt of an additional $100,000 revenue from CEI. At a meet- <br />ing with CEI the following evening, it was brought out that while North Olmsted <br />MAY receive $100,000, the distribution of that would be approximately 177 to <br />North Olmsted; 667 to the school system and 177 to the county. There was a minimal <br />amount of dialogue relative to funding. In addition to this project, another pro- <br />ject was discussed because committee was looking at the possibility of issuing a <br />note.. .This other project, in the west end,. would deal with resolution of storm <br />drainage problems and alleviation of basement and street flooding. :Funding will <br />be discussed at future meetings. <br />2) Committee discussed Ordinance No, 88-48 which provides for an appropriation of <br />$16,200, $15,600 of which will be reimbursed by the county. The ordinance provides <br />for the purchase of telemetry radios for the Fire Department rescue squad. <br />Committee has no objection and will be asking for suspension of rule requiring three <br />readings. <br />3) Committee discussed Ordinance No. 88-49 which provides for updating vehicle <br />mileage allowance for city employees from 18G per mile to 21~ per mile for use of <br />personal vehicles. Committee has no objection to this increase. <br />4) Committee discussed Ordinance No. 88-51 which provides some additional funding <br />for the 911 emergency phone system; committee has no objection and will ask for <br />suspension of the rule requiring three readings of this ordinance, <br />5) Committee discussed Ordinance Nos. 88-42 and 88-44 which address organization <br />and compensation for administrative personnel as well as nan-sworn employees of <br />the Police Department. Committee has no objection; will ask for suspension of rule <br />requiring three readings. <br />6) Committee reviewed Ordinance No. 88-50 which establishes compensation for Clerk <br />of Commissions and Senior Craft Person and has no objection.
