Council Minutes of 1/19/88 -3- <br />Mayor Petrigac stated that she was concerned about the enforcement of Ordinance <br />No. 88-3 regarding pesticide control. The administration is having a Jiff icult <br />time enforcing the ordinances already on the books without adding new ones. Per- <br />haps Mr. McKay could explore th is a little more before it comes up for third <br />reading. Mr. McKay stated that he did not foresee many complaints being made <br />since a lot of chemical companies already adhere to notification of lawn spraying <br />and treatment; however, he will be happy to discuss it again. <br />In the absence of Mr. Boehmer, Mr. O'Grady gave the following Public Safety, <br />Health and Welfare Committee report: Mr. O'Grady moved council have no objection <br />to the issuance of an F2 liquor permit to the Greater Cleveland Crime Prevention <br />Committee, 29271 Lorain Road, North Olmsted, Ohio, for an event to be held on <br />Friday, March 11, 1988, second by Mr. Bohlmann, unanimously approved. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee <br />reported: 1) Legislative Committee met on January 13th with all members present. <br />Mr. Bohlmann reported to the committee that he had discussed with Service Director <br />Noble the $15 fee for setting up tables and chairs for the seniors; Mr. Noble <br />agreed that there would be no fee charged; technically, the seniors are not renting <br />the cabin - they are being allowed to use it twice a month. The ordinance states <br />"renters" would be charged a fee and after some discussion, Mr. Noble graciously <br />agreed to waive the $15 fee for the seniors. <br />2) Committee discussed Ordinance No. 87-134 regarding elimination of free bus <br />passes to former full-time employees. Committee has no objection to the ordin- <br />ance which adheres to present RTA policy; has forwarded the legislation to the <br />Law Director for further review. <br />3) Committee also discussed Ordinance No, 87-136, Permits and Fees, as revised per <br />the Building Commissioner's request. Committee has no objection to the additional <br />language included in this legislation and has forwarded it for the Law Director's <br />review. <br />4) Committee discussed Ordinance No. 88-9 which would adopt a new and revised <br />section of the Electrical Code and has no objection. <br />5) A Flood Damage Prevention Ordinance was discussed and forwarded to the Law <br />Director with a legislative request and a sample ordinance for his review; believes <br />legislation will be received shortly. <br />6) Would like to discuss and report out on the well-publicized interview with <br />Mr. Joseph Britton, the Mayor's appointment to the Planning Commission. Would <br />like to clarify that it was the candidate's decision to be interviewed in an <br />executive rather than an open session. He was given the choice and he opted <br />for the closed session. Disagrees with the Mayor's statement that "it was the <br />worst case of political ethics she has seen"; this is not the first time a can- <br />didate has been interviewed, nor will it be the last. As Chairman of the Legis- <br />lation Committee, Mr. Bohlmann intends to interview all candidates for the major <br />commissions such as ARB and Planning Commission. Mr. Bohlmann also objects to <br />the Mayor's statement that "the three people interviewing did not have any right; <br />they are three people that have no - zero - training in planning". Mr. Bohlmann <br />pointed out that Mr. Wilamosky has been a member of many committees of council <br />as well as many citizens' committees in regard to planning. Mrs. Babas has been <br />involved in real estate for a number of years and has been on the Transportation <br />Study Team. Mr. Bohlmann. has attended a number of Planning Commission Meetings <br />and has been on the Building, Zoning and Development CoBmnittee of council; he <br />has conducted many interviews in his years on the School Board. Mr. Britton was <br />not "grilled" as the Mayor charged; he was asked perhaps a dozen questions in <br />an interview that took only fifteen minutes. The only reason the interview lasted <br />that long was because Mr. Britton chose to expound on some of the questions put <br />to him.
