Mr. Britton was totally <br />unprepared and if any apology is to be made it should certainly come from the <br />administration. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />1) Meeting was held earlier this evening with respect to a proposal for the <br />Charles Helzer Warehouse, 31266 Bradley Road, to be constructed in a limited <br />industrial area. Aside yard variance was granted on November ll, 1987. It <br />was heard by the ARB on December 16, 1987. A variance for gravel parking was <br />denied and the present plans include paved parking in the rear of the building. <br />Committee concurs with Planning Commission and ARB, therefore Mr. Tallon <br />moved council approve the proposal for the Charles Helzer Warehouse as per <br />ARB and Planning Commission, second by Mr. Bohlmann, unanimously approved. <br />Mr. Bohlmann announced that the Parks and Recreation Commission held an organ- <br />izational meeting last week; Mr. Timothy O'Rourke was reappointed Chairman and <br />Mr. Richard Scott appointed Vice Chairman. <br />Audience participation: <br />Raymond Hutnyak, North Olmsted employee, spoke with respect to Ordinance No. <br />87-130, the Pension Pick-up Plan legislation. Would like the legislation to <br />be placed back on tonight's agenda and be resolved. Mr. Hutnyak presented a <br />paper, initialed by .Service Director Noble, which he claimed showed the Pick-up <br />Plan as part of the contract approved by council. Mr. Wilamosky responded that <br />when he introduced the plan in July of 1984 he thought it was a great program; <br />he still thinks it a great program. There were four contracts entered into and <br />only one of them had a reference to PERS Pick-up. What is in the Service contract is <br />a statement that the city would try to institute a PERS Pick-up if it would be <br />legally possible to do so. The other three contracts are totally void of any <br />reference to a PERS Pick-up Program. Feels that is why it is important that the <br />Finance Committee have ample time to sit down and review the rationale as to why <br />both the bargaining unit and city representatives entered into such a contract <br />where there is a lack and a total absence of language covering PERS Pick-up. <br />Mayor Petrigac stated that the issues Mr. Wilamosky is now raising, he has already <br />raised in caucus and all his questions have been answered more than once. Mr. <br />Wilamosky stated that the answers he has received have been unsatisfactory. <br />Law Director Gareau stated that he has negotiated union contracts for fourteen <br />years; agreements are made; there are handshakes; there is mutual trust; there <br />was never any feeling that there would be any opposition to PERS Pick-up. During <br />all four negotiations sessions, the subject matter of PERS Pick-up was discussed. <br />It makes no sense not to have it. The administration gave its word, on behalf <br />of council; council has to back up the administration on this. Discussion continued. <br />Don Livingstone Chairman NOMBL Employees` Committee, stated .that .the Sus I,in.e <br />employees believe the PERS Pick-up Program. is a good idea anal wou~,d appreciate it <br />if the Bus Line employees were included in the program.. <br />LEGISLATION: <br />Ordinance No. 87-134 introduced by Mr. O'Grady was given its .second reading. An <br />ordinance repealing Ordinance No. 72-38 which granted free transportation on the <br />North Olmsted Municipal Bus Line to retired full time employees of .the City of <br />North Olmsted, and declaring an emergency, as amended. <br />Ordinance No. 87-136 introduced by_M.r.
