<br />Mr. Boehmer, Chairman Public Safety, Health and Welare Committee reported:
<br />1) Committee met on Monday, December 18th with all members present as well as
<br />Mayor-Elect Boyle and Police Chief Marsh. Committee discussed the house break-
<br />ins in the Ward 4 area and what was being done. Also discussed new police cars
<br />and other equipment for the Police Department. Anew police officer was sworn
<br />in Monday, the 18th - will continue to replace retirees in the next three to
<br />six months. Lt. Metzger is the new Police Captain and will be in charge of the
<br />Detective Bureau. Captain Sefcek will be coming on as the Assistant to the
<br />Police Chief. Sgt. Mason is the top contender for Lieutenant in the Detective
<br />Bureau.
<br />2) Committee also discussed Ordinance No. 89-103, an ordinance to change the
<br />"no right turn on red" sign at Brookpark and Clague Roads to read, "no right
<br />turn on red from 7 A.M, to 7 P.M.". Will request passage of this ordinance
<br />this evening .
<br />3) Briefly discussed Ordinance No. 89-108, banning left hand turns into Toys-R-Us
<br />driveway located on Dover Center Road for traffic travelling south and will re-
<br />quest that this also be passed this evening.
<br />Mr. Wilamosky,. Chairman Finance Committee reported: 1) Finance Committee met
<br />on December 11th with all members in attendance as well as other members of
<br />council. Committee discussed Ordinance No. 89-99, the temporary appropriations
<br />for Fiscal Year 1990. As discussed in caucus earlier tonight, would now move to
<br />amend Ordinance No. 89-99 as follows: Within the title, add the words "as
<br />amended". Under General Fund - Office Supplies, Off ice of Council, strike $100
<br />and insert $300; Recodif ication, strike the zero amount and insert $1,000;
<br />Office Equipment, strike the zero amount and insert $300; Subtotal for counci]_
<br />shall read $21,800. Under Office of the Mayor, Administrative Assistant, strike
<br />the zero amount and insert $5,000 and change the subtotal to read $28,700. Under
<br />Department of Finance, insert a new line item, "Overtime" and insert $1,000.
<br />Subtotal for Finance should be amended to read $32,500. Service Department, Street
<br />Lighting, strike $34,000 and insert $35,000. Service Department Wages, strike the
<br />$110,000 and insert $106,000. Also, insert a new line item in Service Department,
<br />"Overtime Wages;' $5,000 as well as Service Department,"Foreman Wages" $38,250 and
<br />show a new Subtotal of $528,650. Under Motor Vehicle License Tax, strike the line
<br />item "Wages" and its dollar emount entirely and change the Subtotal to read $1$.,000.
<br />Strike the General Fund total of $2,533.400 and insert $2,581,250. Motion seconded
<br />by Mr. McKay and unanimously approved.
<br />2) Will continue to review the new legislation on this evening's agenda, including
<br />the ordinance establishing compensation for administrative and legislative personnel.
<br />Letters and Communications:
<br />President Saringer read a letter of resignation from Councilman-at-Large James
<br />Boehmer, effective at midnight, December 31, 1989, in order that he may be
<br />sworn in as President of Council, effective January 1, 1990.
<br />Audience participation:
<br />Len Strnad, 4027 Lydgate, asked council to consider Norm Musial for the position
<br />of Councilman-at-Large, to fill the unexpired term of Councilman Boehmer.
<br />LEGISLATION:
<br />Ordinance No. 89-96 introduced by Mayor Petrigac was given its second reading. An
<br />ordinance establishing the compensation, benefits and working conditions for
<br />salaried employees employed by the North Olmsted Municipal Bus Line, who are not
<br />members of the North Olmsted Transit Employees Association, collective bargaining
<br />unit, and declaring an emergency, as amended. Mr. Wilamosky moved for suspension
<br />of rule requiring three readings, second by Mr. Tallon, unanimously approved. Mr.
<br />Wilamosky moved for adoption, second by Mr. Tallon, unanimously approved. Ordin-
<br />ance No. 89-96 adopted.
