Council Minutes of 10/3/89 <br />-3- <br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Safety Committee met on Wednesday, September 27th, with all members present. <br />Committee discussed Ordinance No. 89-78, to establish "no parking" signs on the <br />cul-de-sac portion of Ambour Drive and has no objection; will request suspension <br />of rule requiring three readings and passage this evening. <br />Mrs. Bahas, Chairman Long Range Planning Committee reported: 1) Combined meeting, <br />of Safety and Long Range Planning Committees, was held on September 27th, with <br />full attendance of both committees, to discuss occupancy restrictions in multi- <br />family units. At this time, Mrs. Bahas discussed various proposals and legislation <br />being implemented by other cities. Copies of these proposals will be given to <br />council within the next week. Committee chose to take one item at a time with <br />regard to restrictions of occupancy - the way it would be enforced for example. <br />Committee will then go back for input and definitions of what occupancy means. <br />After further. input from the committee, legislation will be drafted. In today's <br />world, it is very difficult to define a family unit. It is not how many are in a <br />home - it is how the home is maintained. There are abuses of disorderly conduct, <br />poor maintenance; neglect of weeds, shutters, fences, etc. After legislation is <br />drafted with respect to occupancy restrictions will follow up on these problems. <br />Mr. O'Grady, Chairman Transportation Committee reported: 1) As an on-going <br />program within the Transportation Committee, this past week inspected the vehicles <br />at the Fire Department. Overall, found the vehicles to be in excellent condition <br />and has given council members a complete listing of the vehicles along with <br />mileage, age and condition report. An item of concern is the 1968 American LaFrance <br />aerial truck which has a life expectancy of 20 years, plus 10 years as a reserve. <br />While this truck should have gone into reserve this year, it is still on the line <br />because there is no replacement for it. It is certified every year and is in <br />excellent condition as are the medic rescue units, however, this equipment will <br />not last forever. Normal maintenance, such as oil changes, .etc., are handled by <br />the firemen. Any mechanical-type maintenenace that is beyond their capacity is <br />done by Martyn's, with certain specialized maintenance done by experts from out <br />of town. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and <br />Drainage Committee reported: 1) North Olmsted Community Solid Waste Recycling <br />Committee met on Monday, September 25th, to discuss and move forward to create <br />a drop-off center for recycling. Committee is expecting some proposals from <br />people who will be accepting the recyclables. Committee also discussed a curb- <br />side pickup program but has no recommendation at this time. <br />2) There will be three leaf pickups this year, weather permitting. Sign postings <br />will be made on streets. All leaves picked up west o£ Root Road will go to the <br />North Olmsted drop-off center; those east of Root Road will go to the drop-off center <br />by the airport. Leaves will be reduced to humus by high temperature composting; <br />residents will be able to pick it up for use in their yards. There will be some <br />type of control so professional people cannot go in and pick it up to sell to <br />residents. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) BZD <br />Committee met on Wednesday, September 27th, at 8 P.M., with all members in <br />attendance as well as Councilman Wilamosky.
