Council Minutes of 8/15/89 <br />-3- <br />4) Also concluded the special assessment, Number 9070, which was a 1969 issue <br />for water and curb connections, for Great Northern Boulevard and Canterbury Road, <br />in the amount of $168,000. City now has four special assessments outstanding, <br />totaling $142,549, which should be ending in 1992. <br />Mrs. Bahas, Chairwoman Long Range Planning Committee reported: 1) Long Range <br />Planning Committee and Safety Committee jointly held a meeting on Monday, August 1st, <br />to discuss possible restrictions of occupancy in multi-family dwellings. Approxi- <br />mately ten people, representing various apartment dwellings, were in attendance. <br />Also, today received a letter from an attorney who represents four more complexes. <br />All were very interested in the various rules and ordinances from other Cuyahoga <br />County cities dealing with limiting the number of occupants in multi-family <br />dwellings because of safety and health factors. Will compile the information re- <br />ceived and forward same to members of both the Saf ety and Long Range Planning <br />Committees for their information. Also promised to forward this information to <br />the people who attended this joint meeting; hopefully, will mail this in September. <br />Another meeting is planned for just the two committees to devise a plan that will <br />meet the needs of North Olmsted and be compatible with legal restrictions as well. <br />Mr. O'Grady, while having no committee report, took this opportunity to thank <br />everyone for their cards and prayers during his recent hospital stay. Also, <br />noted for the record that he did not miss a meeting, other than the special one <br />that had to be scheduled. <br />Mr. McKay, Chairman Streets and Drainage Committee reported: 1) Streets and <br />Drainage Committee met on July 6th with all members in attendance as well as <br />Mayor Petrigac. Committee discussed the repair of Sunset Oval. While the first <br />choice would be to do the whole street, monies are not available to do so. The <br />next best thing would be to do what was possible with the money available. The <br />Mayor will be going out for bids for concrete for this project. <br />2) Committee also met on July 18th in regard to hydro-brakes for the Deerfield <br />area. Many council members were in attendance as was the Mayor, Budget and <br />Management Director, Council President and Wastewater Treatment Plant Supervisor. <br />Will not go into detail since the Mayor has already reported out that the project <br />is underway and will be done. <br />Audience participation: <br />Kathy Kuack, 28442 Holly Drive, wanted to know when the McKenzie Road Project would <br />be completed. It was to be a small project but it has lasted all sinner. Every <br />time she calls city hall, she is told it will be another two weeks. Also noted <br />that an ambulance tried to come down the street, had to turn around and ended up <br />coming down Holly. Service Director responded that the headwall ends were im- <br />properly designed and did not match so they had to be returned and new headwall <br />boxes made. These have now been delivered and work should be completed in about <br />two weeks. With respect to .the ambulance not knowing the road was blocked off, <br />the city notified all safety forces that use this area and passed out enough <br />literature to make sure they were well informed about the road being closed. <br />Mrs. Kuack also reported 4:30/5:00 P.M. traffic speeding on Holly Drive. This <br />speeding also goes on at 2 A.M. bit the 4:30/5:00 P.M. traffic is the most <br />troublesome because of the area's small children. <br />Dick Cotleur, 25197 Deerfield Drive, stated that he wanted to be on record as <br />being opposed to the installation of hydro-brakes as were the majority of residents <br />in this area. Had presented a petition with 191 signatures in opposition. Feels <br />the streets are too bad to be sealed properly for this installation. Mayor <br />Petrigac stated that the petition she received indicated that the petition was <br />almost unanimously in favor of both hydro-brakes and retention.
