S <br />Council Minutes of 8/15/89 -4- <br />EITHER hydro-brakes OR retention but NOT BOTH. The petitions should never <br />have been worded the way they were; at no time was the option of BOTH ever <br />introduced. Discussion continued. <br />Sandy .Kettle, 25140 Chase Drive, stated that the night of the meeting, a vote <br />was taken and a f ew councilmen were for the hydro-brakes but a lot of them <br />questioned it. None of the residents were for either one. Residents were <br />against water retention because Mr. Benza said a two year storm was all it could <br />hold, then the surcharge would be so great it would come back into the homes. <br />Installation of hydro-brakes would put the water on the street but Mr. Benza <br />said the pumps on Hunter would be operating so this would put sanitary as well <br />as storm water on top of the street and yards. No one present was happy with <br />this either. Mr. McKay stated that he felt that even though the people were <br />not happy with the solutions, they were willing to accept hydro-brakes. He is <br />not satisfied and does not believe in it;,the residents with driveways lower <br />than the street are going to get water. <br />Mary Flynn, 25029 Deerfield, stated that people in this area .are in a terzible <br />predicament anal- do not know which way to go. The streets are flooded during <br />bad storms right now - hydro-brakes will add more water .which .she is afraid will <br />get into living rooms, plus flooding the ground and eroding foundations of homes. <br />The engineer said that retaining basins would cause a surcharge which the hydro- <br />brakes would not. Mr. O'Grady stated that if there were another storm like the <br />one. on May 26th, NOTHING would help the flooding; the entire city was flooded <br />during that storm. The alternatives discussed at the meeting were that hydro- <br />brakes would keep the water in the streets and underground retention, if the storm <br />exceeded a two year flood, would cause water to come back into homes. Feels the <br />hydro-brake system is the best alternative. The engineer made it clear that you <br />cannot have both because one system defeats the other. Discussion continued. <br />Terence Types, 6288 Hastings Drive, stated he does not feel the entire city <br />should be taxed to pay for a particular problem in a particular. section of the <br />city; is in favor of assessments for individual streets or individual housing <br />developments that have problems. Also,-why are builders not required to install <br />sidewalks when they develop their property? Is specifically referring to Country <br />Club Boulevard, where the Radisson Hotel and the off ice buildings in the area, do <br />not have sidewalks. Law Director Gareau stated. that lack of sidewalks just de- <br />veloped as a policy because of the lack of pedestrian traffic in such areas. <br />However, it would simply require six members of council to determine that sidewalks <br />were needed and the city could levy a special assessment and have them installed. <br />President Saringer requested Chairman Tallon to discuss such a requirement in <br />the Building, Zoning and Development Committee. <br />Henry Rollin, 3458 Dawn Drive, stated that he had suffered about $12,000 in <br />damages in the last flood. Would not care if he were to be assessed if that would <br />solve the problem. If hydro-brakes are better than nothing, he will take them. <br />If he has to clean sanitary debris off his lawn, he will do so. Does not want this <br />to be rehashed for another couple of months; will accept the hydro-brakes and <br />worry about something else later on. If the people are to be assessed, fine, but <br />let's get a move on it. <br />Gerry Girding, 25139 Chase Drive, stated that residents feel hydro-brakes alone <br />will not work for people with garages under their homes - they will get most of <br />the water while other homes would be saved. Also, there was concern for homes <br />built on a slab. Is also concerned about water seeping in around foundations. <br />Mayor Petrigac stated that she assumed council wished to proceed with hydro-brakes; <br />that nothing has been changed. <br /> <br />
