' -~ r <br />' ~ Council Minutes of 7/5/89 -2- <br />2) Attended a meeting held by County Engineer Neff dealing with the new <br />direction the county is taking as far as capital improvements and maintenance <br />projects are concerned. Council has been given a copy of their proposal. <br />The county will turn the plowing and maintenance of thirteen streets in North <br />Olmsted back to the city; the county will concentrate primarily on bridges and <br />county roads in county townships. <br />3) The Senior Center has received a $10,000 bequest from a recently deceased <br />resident in appreciation for the service provided by Betsy Jack and the Senior <br />Center. <br />4) Ordinance No. 89-6, dealing with impact fees, has become effective without <br />the Mayor's signature since she did not receive a response to her request for <br />clarif ication of the ordinance. If she does not hear from council, she will <br />proceed as the ordinance indicates. <br />5) Directors Boyle, Cunningham and Mayor had a meeting with Arthur Young re- <br />garding additional charges for the 1987 audit received in June of 1989. Mayor <br />advised Arthur Young, and will do so for the record of council, that the time <br />frame for this audit was quite unacceptable. Would suggest that next year's <br />contract include a penalty clause. <br />6) McKenzie Road culvert is under construction and should be completed within <br />the next few weeks. <br />7) Tom Fattlar, Stan Cesen and Mayor received-and reviewed four proposals from <br />an architectural, engineering service for the Rec Complex renovation; recommends <br />the contract be awarded to van Kijk Johnson; project construction budget is <br />between $500,000 and $900,000. <br />8) Squad 53 is back in service. <br />9) A resident, who is an engineer at NASA, has called the administration; will be <br />meeting to sit and talk about some of the badly flooded areas in the city. Will <br />advise council when the meeting is scheduled. <br />10) A brochure will be going out to all residents asking what they will or will <br />not do with respect to recycling and if they have any recommendations. The city's <br />recycling program has been tacked on to the grant received by the school system. <br />11) Expressed appreciation to Tom Fattlar, Bud Becker and the Police and Fire <br />Departments for their efforts during Sunday's fireworks display and soccer <br />tournament. <br />Mr. Bohlmann responded to the Mayor's remarks about the impact fee legislation <br />stating that the ordinance was clear. While it does say "comprehensive engineering" <br />that does not restrict the Mayor to just an engineering firm nor restrict her <br />from going to a consultant or an attorney. The intent is to establish impact fees. <br />Mayor Petrigac responded that to do a comprehensive, the city does need land use <br />studies; they are very importent to a good impact fee when getting into the infra- <br />structure program. Has already sent council a whole review of impact fees for <br />Safety Forces, which would need land use study more than engineering. <br />Mr. Bohlmann stated that the pupose of the ordinance was to have a consultant, <br />an engineer, whatever. type of professional person is needed to establish some type <br />of impact fee - whatever is the beast for the city. Does not think anyone on <br />council would have any objection to the Mayor's consulting with an engineer, a <br />consultant, a planner, an attorney - with. any one or all of these professionals. <br />Mayor Petrigac stated that if this is council's wish, and it appears in the minutes, <br />then a motion would be needed to broaden the ordinance by an amendment since the <br />way the legislation reads now it does specify an engineering firm and she would <br />not be able to broaden it with this stipulation intact. <br />~,.~.~. ~~~.~=gym <br />
