' Council Minutes of 6/20/89 -2- <br />Finance Director Boyle reported: 1) The 1987 audit has been released by Arthur <br />Young and received by the Auditor of State. There is an opinion on the second <br />page stating, "In our opinion, the combined financial statements referred to <br />above, present fairly, in all material respects, the financial position of the <br />City of North Olmsted at December 31, 1987, and the results of its operations". <br />In other words, it was a clean audit. <br />2) Has applied for the city's local government funds for 1990, certifying the <br />city's income tax rates and population. <br />3) Discussed with Squire, Sanders and Dempsey, the three note issues coming due <br />between August 1st and September lst, with respect to what the budget would allow <br />for pay-downs. Will be finalizing the figures tomorrow and have the note issues <br />prepared for the next meeting. City can probably pay-down on the Industrial Park; <br />pay off the $80,000 note on the police cars; and pay a minimum of $30,000 out of <br />the General Fund on the judgment note. <br />4) Discussed with East Ohio Gas Company a few items with respect to the city's <br />consumption and billings for same. They will report later this week concerning <br />18 months of consumption per meter. There is a small problem with the meters. <br />Over a period of time, when meters were installed, East Ohio would record it to <br />sanitary sewer, Fire Department, etc., instead of to the City of North Olmsted. <br />This could have been on the job order instructions; this has now been corrected. <br />East Ohio could only identify four of the city's twelve meters. Finance Director <br />has now identified all of the meters for them and they have done consumption <br />reports, analyzing the billings under 500 and 500A rates. A 500 rate is basically <br />what a resident would pay - a specific charge per MCF. The 500A is a graduated <br />charge with a higher service charge. Finance Director has analyzed these to see if <br />the city should change some of its billing cycles or billing rates. Finance Director <br />has scheduled 18 month reports to be delivered to the Finance Department and Mayor's <br />off ice so the city will have a better handle on consumption; is working with CEI <br />and the City of Cleveland to make similar arrangements. <br />5) With respect to the signalization notes, since there may be a little confusion, <br />the reason one will be tabled and another one has been added is the amount of money <br />involved. After the review, certain additional signals were added, based on <br />comments by Mr. Gallito from ODOT, and this raised the total anticipated expendi- <br />ture. Squire, Sanders and Dempsey thought it was a significant amount and should <br />be dealt with through an entirely new piece of legislation rather than through <br />amending the old legislation. <br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported: l) Moved <br />council have no objection to the issuance of a new C2 permit to Angel's Unique <br />Gift and Baskets,. Incorporated, 27085 Brookpark Road Extension, second by Mr. O'Grady, <br />unanimously approved. <br />Mr. O'Grady had no report as Chairman of the Transportation Committee but did want <br />to make a comment with respect to the last council meeting when so many residents <br />appeared before council with flooding complaints. Since most of these residents <br />left the meeting right after "audience participation" and did not stay for the <br />"legislation" portion of the meeting, Mr. O'Grady thought it was very significant <br />that under suspension of the rule requiring three readings council did pass Reso- <br />lution No. 89-49, which authorized the Service Director to advertise for bids for <br />Phase Two, the Deerfield Project drainage. <br />Mr. Wilamosky, Chairman of the Finance Committee reported: 1) Reminded council <br />members that Ordinance No. 89-6 had been reported out on earlier this year and <br />committee endorsed passage of this legislation. <br />
