Council Minutes of 6/20/89 <br />2) There was also a general concensus that Ordinance No. 89-54 should be <br />passed under suspension of rule requiring three readings; this legislation <br />covers fireworks, weed cutting and the HVAC Unit for the Treatment Plant as <br />well as a sludge container and four pumps for lift stations. <br />-3 - <br />Mr. McKay, Chairman Streets and Drainage Committee as well as Environmental Con- <br />trol Committee reported: 1) The Westshore Solid Waste Committee met on Wednes- <br />day,-June 14th. John DeMuth of the Cuyahoga County Solid Waste Committee made a <br />presentation on the county's solid waste management, the makeup of the committee, <br />and the time frame for implementation which is January, 1993. In Westshore <br />Committee's mind this is an extensive amount of time for the implementation. The <br />committee also suggested that Service Directors from each community in the West- <br />shore Area become a part of the recycling committee and that each community set up <br />a recycling center in its own community. Committee is also asking Cleveland State <br />University to provide an analysis on the types of solid waste and is encouraging <br />school programs to educate younger residents on the solid waste problem. <br />2) Streets and Drainage Committee met on Monday, June 19th, to discuss the repair <br />of Sunset Oval. At that time, the Ohio Contractors' Association had stated that <br />the project can be addressed by using four different methods. These methods and <br />their costs are being prepared by the Engineering Department and will be evalu- <br />ated by the committee at a later date. <br />3) Ranchview and West Ranchview were also discussed and it appears that the re- <br />habilitation of these two streets would cost $97,300; the appropriations are a <br />little short to cover. this amount. of money. As late as this evening, Finance <br />Committee Chairman advised funding would be available. <br />4) Committee also discussed the need and methods for cleaning storm and drainage <br />ditches as well as catchbasins. The city has a five man crew that works full- <br />time cleaning ditches and catchbasins. It was also .brought to committee's attention <br />that the Service Department has need of a vehicle that cleans sewer lines and catch- <br />basins. The equipment is called a Vac-All; cost for a new one is $125,000; a 1988 <br />demonstrator could be purchased for $92,400. This used vehicle has been in use for <br />114 hours and has 11,000 miles on it. <br />5) Has met with Frank Sherkow from NOACA and Mr. Thompson, Westlake's Streets and <br />Drainage Chairman, to discuss the Columbia Road Extension, north to Detroit, through <br />Westlake. Mr. Sherkow has. no strong feelings about this project; the final de- <br />cision will be made by the Ohio Department of Transportation - Mr. Gallito. Is <br />currently waiting for a meeting with Mr. Gallito to be scheduled. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) BZD <br />Committee met on Wednesday, June 7th, at 7:30 P.M., with Councilman Wilamosky and <br />Building Commissioner Conway also in attendance. The following Building Department <br />requests were presented: <br />a. Columbia Terrace Motor Inn, 24399 Lorain Road, exterior renovation <br />to present building by changing the colors and motif to meet the requirements of <br />Day's Inn. Approved by Planning Commission on May 23, 1989 and by ARB on May 17, <br />1989. BZD concurs and moved to approve; motion carried. Mr. Tallon moved council <br />accept the proposal of Columbia Terrace Motor Inn as stated above, second by Mr. <br />Bohlmann, unanimously approved. <br />b. Bud Koczor Insurance, 30005 Lorain Road, proposal to convert <br />existing dwelling to an office building. Approved by Planning Commission on May <br />23, 1989 and by ARB on May 17, 1989.
