Council Minutes of 5/3/89 -2- <br />Finance Director Boyle reported: 1) Now that Issue 7 has passed, the city can <br />proceed with the roof repairs, after the engineering study and after council <br />and the administration have approved the specs and an amount is determined. Next <br />step is to have Squire, Sanders and Dempsey write up the appropriate legislation; <br />would assume that the administration will borrow the money and pay it next year <br />when the funds start coming in. Since the money will not be received until next <br />year, and immediate repairs are done, the project will have to be accomplished <br />through notes. An engineering study must be done first to set the correct cost, <br />then add on the legal, add on the interest, and proceed with this project this <br />year. <br />Mr. Boehmer, Chairman Safety, Health and Welfare Committee reported: 1) Moved <br />Council have no objection to the issuance of an F2 liquor permit for an affair to <br />be held on June 17th by St. Brendan's Twenty-Fifth Anniversary Committee, second <br />by Mrs. Bahas, unanimously approved. <br />2) Moved Council have no objection to the issuance of C2 liquor permit for <br />Christine C. Sancin, dba Flavor of Ohio, 28879 Lorain Road, second by Mrs. Bahas, <br />unanimously approved. Both liquor applications were approved by the Saf ety <br />Committee at its meeting on April 17th, after the Special Council Meeting. <br />Mr. Bohlmann, on behalf of Council, thanked Tom Fattlar and his committee, all <br />the co-workers and the residents of North Olmsted who supported the Recreation <br />Levy and passed Issue Seven. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drain- <br />age Committee reported: 1) Council-as-a-Whole Committee's environmental project <br />was to clean Butternut Ridge and Coe Cemeteries on April 22nd; this was accomplished <br />and he would like to thank those who became involved. <br />2) Streets and Drainage Committee met on Monday, April 24th with committee members <br />Boehmer and Wilamosky present as well as Service Director Noble and Richard Stock of <br />Sunset Oval. Committee discussed Sunset Oval and was informed by Director Noble <br />that he is awaiting a core sampling by the State of Ohio to determine the best <br />approach for the street repair. If there is insuff icient base under the street, <br />city will probably be cutting the cement one foot from the curb on each side, <br />crush the cement in between the cuts, which will form a new base, and this would <br />then be covered with an asphalt material to form. the surface, <br />3) Committee also discussed the Bradley Road Culvert Project which will be a <br />combined "in-house" and "contracted out" repair, The "contracted out" portion will <br />be the culvert going under Bradley Road. <br />4) West Ranchview Project was also discussed; this will be a "contracted out" pro- <br />ject. The Bomagging will be dug up, the material treated and the street resur- <br />f aced. At this time, no legislation is required for the project. <br />Mr. Tallon, Chairman Building, Zoning. and Development Committee reported: 1) Has <br />no committee report but is in receipt of a change in preliminary use for a property <br />in the mixed-use district for Cellular One; this was forwarded by the Building <br />Department. Mr. Tallon moved this proposal be forwarded to the Planning Commission <br />for its perusal, second by Mr. McKay, unanimously approved. <br />Letters and Communications: <br />Clerk of Council reported receipt of a letter of appreciation from Donna Meyers, <br />Branch Library Manager, North Olmsted, thanking council for its endorsement of the <br />library's renewal, Issue 14, <br />
