.~ ~ <br />Council Minutes of 4/18/89 <br />-2- <br />Westlake Councilman Michael Rump, Ward 6, read and then presented a proclamation <br />from the Mayor and City Council of Westlake, to Tobin J. Kyllingstad, who was <br />recognized and congratulated by the administration and the entire council on <br />attaining the Eagle Scout Award. <br />President Saringer congratulated all the scouts, their parents and scoutmasters <br />on the attainment of this prestigious honor by these four young men. <br />Mayor Petrigac reported: 1) On April 14th, a meeting was held at which District <br />One Public Works Commissioner presented a program. First two years will be <br />grants, after which loans will be a part of the program. A key part is the <br />ability to finance projects. Points are given where the local city has demon- <br />strated an effort to raise money for capital improvements spec if ically and for <br />governmental purposes in general, Total voted as well as unvoted debt will be <br />considered. There were forty applicants - 216 projects - with a total cost of <br />$210,810,530. Issue Two money amounts to $136,433,942. 49 of the 216 projects <br />were for roads. One of the questions the administration has of council is: <br />when the engineering for Elm Road and Lorain Road was done, and the combined <br />total was $40,000, it was the administration's understanding that in the event <br />the city would not get this money, it would proceed to do these through the <br />General Fund. Is this still going to be a viable program? Would appreciate <br />some communication from council as to what its wishes are .along this line. <br />2) Has requested a meeting of the Recreation Committee of Council, through its <br />chairman, to discuss council's plans in the event the levy does not pass on May 2nd. <br />3) Since over $160,000 in projects were added to the appropriations, leaving very <br />little balance, and the city plans to borrow another $500,000, and has invested <br />$40,000 in engineering for Issue Two Projects, Mayor is assuming that council has a <br />plan on how the notes will be paid and what happens in the event the levy does not <br />pass on May 2nd and Issue Two money is unavailable. Would appreciate it if <br />council would articulate its plans to the administration. <br />4) On Monday, Law Director Gareau, Service Director Noble and Squire, Sanders and <br />Dempsey representative met to discuss the EPA requirements regarding the Waste- <br />water Treatment Plant; Law Director will report in full. <br />5) Lt. Thomas Weston and Dispatcher Chris Kort are retiring from the Police Department <br />6) The Arbor Day Theme is "Plant a Tree; Cool the.Globe",; a drawing contest is open <br />to all students in Grades 3 through 5. Each school will pick its three best entries <br />to be submitted to the Mayor and City Forester who will pick the top three winners <br />from all entries. First place winner will receive a tree to be planted at their <br />school; second and third place winners will receive packets of flowers to be planted <br />at their schools. Winners will be announced at the Tree Planting Ceremony, at old <br />Town Hall, where the city will be planting a tree at 1 o'clock on April 28th. <br />7) Would remind everyone that cleanup dates are between April 22nd and April 29th; <br />has forwarded a letter to the community advising them and believes Councilman McKay <br />has some work assignments for council. <br />8) Would also remind everyone of the Senior Citizens' Auction on Saturday. <br />9) The U. S. Conference of Mayors, in association with Cablevision of Ohio, will <br />air a special program on the local Cablevision station, with respect to combating <br />the drug problems facing the nation. The program, "The Urban War on Drugs; A <br />Report from the Front", will be shown on Channel 3 on April 26th at 8:30 P.M. <br />Councilman O'Grady, Bohlmann and Wilamosky indicated that. it was premature to <br />discuss future plans in case the levy fails on May 2nd; every effort should be <br />expended now in support of the levy's passage and a positive attitude maintained. <br /> <br />
