,. . <br />-~ Council Minutes of 4/18/89 -4- <br />Mr. Bohlmann, Chairman antra-Governmental Relations and Legislation Committee <br />as well as Recreation, Public Parks and Buildings Committee reported: 1) The <br />~R Legislative Committee met last week and reviewed Ordinance No. 89-22, a resolution <br />~r to support the renewal of the 1 mill levy for the Cuyahoga County Public Library <br />and committee unanimously recommends approval by council. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drainage <br />Committee reported: 1) The West Shore Citizens' Review Committee for Solid Waste <br />Management met on Wednesday, April 12th, at Rocky River City Hall; elections were <br />held for Chairman and Vice Chairman. Committee feels that a budget of about $20,000 <br />is needed, with each of the six communities contributing $3,000 to $4,000. Expenses <br />for the present operation of $1,000 has been requested from the Council of Govern- <br />ments. Four committees were established: Governmental and EPA Committee, Re- <br />cycling Committee, Education Committee and Planning Committee. Committee. is urging <br />each community to actively initiate a recycling program with city-wide pickup. This <br />would entail a separation of glass, aluminum and newspapers which is already being <br />done in some cities. Also discussed was the time limit on landfill sites. BFI <br />is currently using Russia Township which has a life expectancy of ten+ years at <br />the present time. They are attempting to purchase more land which will possibly go <br />to fifteen years if the amount of solid waste does not increase. BFI is not <br />attempting to increase its business because they are limited as to the amount they <br />can contribute to the landf ill at this time. Presently, New York City separates <br />garbage and waste. It is placed in different colored containers at the curb. <br />Rubbish police are employed by the city to come by and inspect the containers. If <br />it is mixed, the resident is fined. The handling of solid waste is going to be <br />very expensive and Mr. McKay recommends that the city start looking into it right <br />now. The next meeting of the Review Committee will be on May 10th, Rocky River <br />City Hall, at 7:30 P.M. <br />2) Would remind council, if they wish to be a part of the Clean Up North Olmsted <br />Day, to meet at Butternut Ridge Cemetery at 10 A.M., Saturday, April 22nd. <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met on <br />April 11th in a joint meeting with the Legislative Committee. Committees dis- <br />cussed Ordinance No. 89-6 which provides for soliciting proposals from engineering <br />firms for the purpose of developing legislation for an impact fee on development <br />within North Olmsted. A considerable amount of discussion ensued: is the city a <br />little bit too far gone to do anything at this point; would it be extended into <br />residential improvements; would it even be legal in the State of Ohio. Committee <br />determined that the Law Director would be requested to formulate a legal opinion <br />relative to this issue and clarify it before proceeding any further. <br />2) Finance Committee then proceeded to meet with all members of both committees <br />in attendance as well as the Mayor, Finance Director, Councilman O'G~'ady and <br />Councilman McKay. Committee discussed Ordinance No. 89-20 which provides for the <br />establishment of administrative personnel compensation, basically a 4.5~ increase <br />in wages; committee has no objection. <br />3) Committee discussed Ordinance No. 89-21, providing for the establishment and <br />composition as well as salary ranges for non-sworn personnel of the Police De- <br />partment and has no objection. <br />4) Committee also had no objection to Ordinance No. 89-28 which provides for an <br />increase in the appropriations for trees. <br />5) Committee reviewed Ordinance No. 89-32 which provides for the advertising for <br />bids for a base radio station for the Police Department and has no objection. <br />6) Committee recommends against adoption of Ordinance No. 89-13 which provides for <br />an increase in pay for ARB from $15 a meeting to $30 per meeting. <br />7) Committee has no objection to Ordinance No. 89-23 which provides for the ad- <br />vertising for a sludge-hauling box for use at the Treatment Plant. <br /> <br />
