Council Minutes of 4/4/89 <br />-5- <br />replace some hose with the purchase of about 20 lengths of 1-3/4 inch hose, <br />10 lengths of 3 inch hose, and two 1-3/4 inch nozzles. Also discussed was <br />the need for some hand-held portable radios. Chief Van Kuren believes it <br />will cost about $85,000 for an operational rescue squad; over and above the <br />squad, Mr. Wilamosky estimates approximately $82,900 for necessary purchases <br />previously listed herein. Committee feels that if council looks at the <br />issuance of a note to purchase the rescue squad, it should also look at the <br />purchase of this other essential equipment at the same time. Committee <br />recommends council authorize the administration to advertise for a rescue <br />vehicle as well as the other equipment mentioned, with the anticipation of <br />their purchase through the sale of notes or bonds - whichever would be less <br />expensive. Committee also directed the Finance Director to contact bond <br />counsel and advise them of this intention so they can prepare legislation, <br />with the figures left blank at this point and to be filled in after receipt of <br />the bids. Committee also directed the Finance Director to advise bond <br />counsel of our intention to move ahead with the Deerfield Project through the <br />issuance of bonds and/or notes to complete this necessary project. <br />Mr. O'Grady commented that since he has been on council, one of the primary <br />problems he has experienced has been the Deerfield area - the flooding in <br />particular. Initially, he was told it would take a million dollar project to <br />solve the problem and it was out of the question that it would ever be con- <br />sidered. The middle of 1988, the administration did a study and came up with <br />a cost figure of somewhere in the neighborhood of $50,000 and immediately started <br />moving forward to get something done for that low of a cost. Eventually, the <br />$50,000 figure became $107,000. Has continually talked to the Mayor about this <br />and asked that the 1989 appropriations include the Deerfield Project. The <br />temporary appropriation, Ord. No. 88-134, included $15,000 for engineering for <br />the Deerfield Study.. The permanent appropriation, Ord. No. 89-12, included the <br />Deerf field Project, even as late as the March 21st council meeting. Mr. O'Grady <br />left on vacation on Monday; Finance Committee met on Monday and the Deerffield <br />Project was removed from the appropriation. Mr. Wilamosky advised that there <br />just wasn't enough money to do it, although in comparing Ord. No. 89-12, as of <br />March 21st, and Ord. No. 89-12, that was mailed to Mr. O'Grady and passed at <br />a special council meting, the new ordinance included Timber Trails, box culvert <br />and head walls; Sunset Oval, Ranchview and West Ranchview at a cost of $262,000. <br />In reading .the minutes of the special meeting, he realizes that the rationale <br />for this is that the Deerfield Project is bondable and the others are not. If <br />this was going to be done, why wasn't he made aware of it? It was embarrassing <br />to find out about Deerffield Project being removed through a telephone call; <br />more importantly, if the Deerffield Project will be done through bonds or notes, <br />can Mr. Wilamosky provide specif is dates and times to proceed with the project. <br />Mr. Wilamosky replied that he did call Mr. O'Grady and at that time was advised <br />that he was out of town. Has urged the Finance Director to advise bond counsel <br />that the legislation should be prepared for the next regular council meeting. <br />Once council has acted on the legislation, he estimates about six weeks for the <br />sale thereof, possibly less. Once this is accomplished, there is nothing to <br />prevent immediate action to move ahead and make the improvement. There was never <br />any intent on anyone's part to mislead Councilman O'Grady or his constituency; <br />the Finance Committee as well as the council wholeheartedly support him in his <br />endeavors to resolve the Deerfield problem. It was the committee's opinion that <br />in taking the action it did, the Deerffield Project could be accomplished, plus <br />the resolution of some other long-standing problems. <br />
